There's a lot of people out there who do work without permission, then apply for retrospective permission, thinking it'll all be easy as the structure is already there and that the council will say "Oh alright then, you might as well keep it". This doesn't always work, though, and I know of at least one person who built something and was then ordered to tear it down.

Make sure those builders clean up the mess in your garden!

Flora, if they wanted more light (like you'd get from glass doors) they could have put in full length windows. And I'd still expect them to ask for permission to allow access.
And given it's HER garden she can put what she likes up. (Bamboo screens wouldn't need permission)

Depending on the size of your garden, could you offer to sell them a small amount? Nice sum for you. After all, if they keep the patio doors do you really want to be using the garden in front of them?

I would definitely put a fence up to the height of where the kitchen window had been to stop them using it when you're not there.

Would they need planning permission for doors? (even doors they can't use). Is it a listed building?

There's a chance they'll say they're intending to just open the doors for light and air. Be prepared for that.

Definitely don't give them permission for a proper balcony (if they even get past planning) or they'll be out there giving you the evil eye whenever you're trying to enjoy your garden. I suppose there's not much you can do to stop them putting in a juliet balcony if planning approves.

Ask builders to halt work. Speak to owners asap (can builders get them home?) and tell them they are building access to private land. Depending on their reaction you will find out if they knew it and are cheeky suckers or it's a shock and they didn't know.

This could seriously affect your property price and needs sorting pronto Shock

OP you don't lose anything by asking them what's happening in a non-confrontational way first.

I would definitely do that.

Then, if they indicate they want access to the garden you can show them the deeds and explain that they can't, if they just want to sit in the doors next to your garden you can ask if they got the required permission and explain that you will report them if they didn't and they refuse to undo the changes.
