That's what I mean.
When you are in a group for whom the federal laws are written to make things smooth (in this case maybe right amount of money, right original nationality, right spouse, whatever), then they're almost invisible to you.
To those in a different group, the same laws will be very visible.
You're both having your lives affected by the laws - but one group won't necessarily notice this!
