Forgive me, I've just been reading Michael Moore saying he wished Obama had ordered wire-tapping in Trump Towers because that would prove Trump was in collusion with Russia over rigging the election. I don't get it - it Obama did have that proof, why didn't he use it to stop Trump being inaugurated? Again, am I missing something? (Sorry for these stupid questions. Across, I know you explained it beautifully but now I've lost the plot again..)
You haven't lost the plot Dum, because there IS no discernible 'plot' when it comes to Trump.
Bottom line is that IF Obama had ordered a tap and it had turned up hardcore evidence of a Trump/Russia/meddling connection, Obama never would have 'held on to it' and allowed the election to proceed. Ergo, either A) Obama did NOT order a tap or B) there was no evidence of 'meddling'. I'm going with option A.
I think Michael Moore is just saying that IF a tap had been done, proof would have been found without addressing the fact that he also believes that Obama would have spoken out at that time.
I personally think that there was 'some proof of something' but not enough proof to actually justify disqualifying Trump from continuing to run or to bar his taking office once elected. This is the information that Obama's Administration disseminated across the various branches of Govt to avoid it being 'lost' (i.e. destroyed) when Trump took over the White House. This is the information, IMO, that is now being gathered together and studied. Again, it's not enough by itself, but hopefully it can lead to further revelations.
