I don't understand what the problem is. The whole point of allowing smokers to smoke outside is because....IT'S OUTSIDE. The smoke just drifts off. It might be a slight inconvenience to have someone smoking a couple of tables away in as much as you can smell it, but it's not like you are inhaling totally smoke filled foul air, like when smoking indoors was allowed.
Smokers can only sit outside, which is totally fair enough. If you don't want smoke anywhere near you, then you have lots of other seating options.
It sounds like you are saying "I want everything absolutely my own way and fuck everyone else".
I find it disgusting when people smoke weed RIGHT next to me in the park in summer. And that's not even legal!! But rather than clutching at my pearls, I simply move.
I have to add that most smokers I see in beer gardens etc tend to be very considerate. I regularly see people switch places if someone on the same side next to them is eating. I've seen plenty of people hold their cigarette in the most bizarre position to try and prevent smoke annoying other tables.
Basically at some point you do just have to get over yourself.
I'd support making smoking completely illegal in the UK which would basically solve everything, but it's never going to happen due to the amount of revenue the government gets from it.
