A no vote is a vote for poor educational standards, a much deminished and impoverished NHS in a much poorer country where these things will not be prioritised over Cameron/Clegg/Miliband/Farage and their ilk trying to spend money to keep themselves at the top table internationally.

these are all devolved powers already, and as I've detailed above, Holyrood has tax raising powers (OK, 3%, not much atm) and will have powers up to 10% of income tax after April 2016, and can spend it how they wish.
so even with a No vote, it will be up to them how much gets spent on NHS and education.
Yes I know the majority grant is lumped out by Westminster, but there is a lot of scope for more tax-raising powers independent of London.
