A police woman just touched me on the shoulder

And said "Are you ok?" It could have been a heartstopping moment but it was comfortable

No handcuffs were produced; no warrant.

I write about the police under my own name; so it seems reasonable to on nodding terms with them.

I have talked to people who think that is unreasonable. (and maybe a bit dangerous)

But I take the view that the ordinary officer has no real say in the big decisions. so, what the hell

I'm gathering that she gave you a surprise when she touched you on the shoulder. Were you daydreaming whilst walking? I do that loads of times and probably look like I'm miles away. I could see a community police officer just asking if I was ok then as well.
