πŸ‡ͺπŸ‡Ί Von der Leyen has proposed creating a new security forum for the EU and its partners, including Ukraine.
The President of the European Commission explained that this initiative is a response to the escalation of Russian attacks and tensions in transatlantic relations.
According to the official, plans are also in place to include the UK, Norway, and Canada in this format.
β€œThis is becoming even more urgent now, given the nature and scale of the risks, which is why we will present our ideas to make a European Security Council a reality,” von der Leyen noted.

❗️Patriot systems for Kyiv, a new European Security Council involving Ukraine, tougher sanctions against Russia, and a plan to counter β€œShahed” drones: European Commission President Ursula von der Leyen announced an upgrade to the European security strategy during her annual address to the European Parliament.
▫️ The European Commission has already authorized the purchase of Patriot missiles using funds from the €90 billion loan for Ukraine and will now focus on their rapid delivery.
▫️ Europe and Ukraine will collaborate on the FREYJA joint missile defense system. Ukrainian innovation combined with Europe’s technological leadership will help reduce reliance on the US.
▫️ FREYJA is just the beginning. More is needed. By utilizing remaining SAFE funds, we will launch a new program for joint projects with Ukrainian companies.
▫️ The European Union will propose the creation of a European Security Council involving the UK, Canada, Norway, Ukraine, and other nations. Given the nature of the threats, immediate action is required.
▫️ We must continue to pressure Russia, so we will strengthen sanctions. This does not necessarily mean new sanctions. The priority is ensuring the enforcement of existing ones. Russia is doing everything possible to circumvent them, so we must close any loopholes.
▫️ Europe urgently needs a consensus on how to respond to specific incidents, those that do not reach the threshold of armed aggression but clearly threaten national security. We need a mechanism that complements Article 4 of the NATO Treaty.
▫️ The time has come for Europe’s own Article 4, or an Emergency Security Protocol.
If activated by a single member state, all member states would convene to coordinate a European response, contain further escalation, and minimize the consequences.

❗️The SBU struck one An-12 aircraft, two An-26s, and three helicopters at a military airfield in Rostov in a retaliatory attack, President Zelenskyy said.
The President also reported retaliatory strikes by Ukrainian forces on the Yaroslavl oil refinery.
β€œThere are also good results in the Black Sea,” the head of state added.

⚑️ Overnight, two S-400 launchers were struck in the Bryansk region β€” sites used by the Russian Federation to launch ballistic missile attacks on Ukraine.

Two Russian oil refineries have halted processing operations following retaliatory drone attacks, Reuters reports.
The Syzran refinery shut down after a retaliatory attack on September 15 that damaged the AVT-6 unit, which accounted for 71% of the plant’s capacity. Another unit, the AVT-5, remains under repair following a retaliatory strike in July. Restoring the plant could take at least a month.
The Saratov refinery has halted operations again following another attack in retaliation for Russian strikes, before it could fully resume work after a previous hit, the report states.

❗️Poland has scrambled military aircraft following a Russian attack on western Ukraine.
The Operational Command of the Polish Armed Forces announced that military aircraft have been deployed in Polish airspace in response to Russian strikes on western Ukrainian regions. Ground-based air defense and radar surveillance systems have also been placed on alert.

Verkhovna Rada Commissioner for Human Rights Lubinets reported that Russia has long failed to confirm its readiness to organize a humanitarian mission to evacuate civilians from Oleshky, a town located in the β€œgray zone” on the left bank of the Dnipro River near Kherson.
Lubinets also stated that his office has verified the details of 358 people in urgent need of assistance for a safe evacuation.
β€œAnd these are just the ones we have managed to identify. In total, based on the population of Oleshky and the surrounding district, more than 6,000 people, including about 200 children, may still be there,” he added.

German hospitals are preparing for a potential war with Russia and a mass influx of wounded troops, according to Bloomberg.
The Bundeswehr is modeling a scenario in which a conflict between Russia and NATO could result in up to 1,000 wounded soldiers arriving in Germany daily. Five military hospitals would quickly become overwhelmed, forcing civilian clinics to take in the casualties.
In Ulm, military officials are considering reactivating a Cold War-era medical bunker capable of housing up to 2,000 people and operating autonomously for 90 days. Other hospitals are exploring the conversion of underground parking garages into shelters and conducting mass-casualty drills.
However, the system is not yet prepared for such a scenario. Only a few hundred German doctors have experience treating combat injuries, and hospitals need to bolster their infrastructure, medical supplies, and power systems.

The bodies of 252 fallen individuals have been returned to Ukraine. According to the Russian Federation, the group includes both Ukrainian military personnel and civilians, the Coordination Headquarters reported.

❗️Russian forces struck the railway station building in Berestyn, Kharkiv region β€” Ukrzaliznytsia

❗️Last night, Russia attacked Ukraine using ballistic missiles, Zircon, Kalibr, and Banderol cruise missiles, jet-powered Shaheds, guided aerial bombs (KABs), and Onyx missiles.
At least 22 people are known to have been injured in the combined strike:
β–ͺ️Kyiv
16 injured, including two children aged 10 and 12. Nine people were hospitalized. Damage was reported in the Dniprovskyi, Sviatoshynskyi, and Solomianskyi districts. A residential building, an office building, and warehouse and non-residential premises were damaged. [The number of people injured in the Russian attack on Kyiv has risen to 20, with five of them hospitalized, Klitschko reported.]

πŸ‡°πŸ‡΅Up to 25,000 North Korean residents are working in Russia in drone production, including at facilities in Alabuga (Tatarstan), Bloomberg reports, citing a report by the Multilateral Sanctions Monitoring Group.
North Korean workers travel to Russia under the guise of students to circumvent sanctions. On average, such a worker earns $7,500 per year, but the authorities immediately take most of that money. There are cases where the state confiscates even more than the person was able to earn.
They are mostly employed in construction, agriculture, and simple manufacturing jobs. North Korean authorities strictly control workers' movements and their communication with locals and foreigners. If a worker decides to flee, their family in North Korea faces reprisals.
In total, up to 30,000 North Korean workers are currently in Russia. Their monthly salary in Russia can be five times higher than in China, so they increasingly choose Russia.

Russian attacks on Europe are becoming increasingly brazen and dangerous. Casualties are only a matter of time, Bloomberg reports.
In recent months, Russian hybrid attacks have penetrated deeper into European territory. Drones have been spotted near energy facilities and airports, while there have been incidents of arson, cyberattacks, and attempts to damage critical infrastructure.
Pressure has mounted particularly on defense facilities and logistics networks involved in supporting Ukraine.
However, Bloomberg notes that it is not just the number of attacks that is rising, but also Russia’s willingness to take greater risks. The publication highlights a drone attack on a railway station near the Ukrainian-Polish border as a particularly telling example. European and American officials were present at the site at the time. Such actions were previously considered virtually taboo.
European officials fear that civilian casualties are only a matter of time.

Polish Prime Minister Donald Tusk said Russia is already waging a hybrid war against Poland and warned that any direct attack would trigger a response from Poland and its allies.
Tusk said Russia is using drones, sabotage and disinformation against Poland and that further provocations are expected in the coming months.
β€œWe are not seeking war. But if anyone dares to attack us, they will face a decisive responseβ€”from us and our allies,” Tusk said.

Russia and China vetoed a US attempt at the UN Security Council to extend the mandate of experts monitoring compliance with nuclear-related sanctions against Iran, The New York Times reported.
Representatives exchanged sharp statements during the Security Council meeting in New York.
Russian UN Ambassador Vasily Nebenzya condemned what he called the β€œdestructive course of our Western colleagues,” which he said was driven by economic interests and aimed at pressuring Iran.
The UK and France, along with eight non-permanent Security Council members, voted in favor of the US resolution. Two countries abstained.
Russia and China, both permanent Security Council members with veto power, rejected the resolution. They argued that the sanctions had expired and that the issue should no longer be under discussion.
Their representatives also called for a diplomatic resolution to the standoff between the US and Iran and reaffirmed support for Tehran’s right to a civilian nuclear program.
US Ambassador to the UN Jennifer Lockett called the vetoes an β€œact of obstructionism,” saying they were intended to conceal β€œtheir own activities in support of rogue regimes.”

🀑 Russia claims to control about 5,000 square kilometers of Ukrainian territory that its forces do not actually hold, according to French OSINT analyst Clément Molin.
Official Russian reports list about 5,000 square kilometers more captured territory than Ukrainian estimates, and about 3,000 square kilometers more than even pro-Russian analysts report.
The Russian claims include settlements its forces have not reached, such as Sviatohirsk, located about 25 kilometers from the front line.
At the same time, Russia’s actual rate of advance has slowed sharply.
Russian forces have seized about 650 square kilometers since the beginning of this year, compared with 3,146 square kilometers during the same period in 2025.

The US plans to establish an Army base in Poland, calling it β€œa historic step” for the alliance between the two countries, President Donald Trump said.
The location of the base will be announced soon, he added. [this was first announced many months ago]

NATO has rejected Russian claims that the alliance questions Germany’s findings regarding the discovery of an explosives-laden drone at Leipzig/Halle Airport, DW reports.
A NATO spokesperson stated that the alliance’s intelligence experts, like their German counterparts, concluded that Russia was involved in the hybrid attack on August 4.
β€œClaims by Russian intelligence that NATO found no evidence of Russian involvement in the Leipzig drone incident are absurd.
Russia has repeatedly attempted to destabilize alliance member states and force us to abandon our support for Ukraine,” the NATO spokesperson noted.
According to him, Russia’s reckless actions are dangerous, but the alliance will not be deterred from continuing its support for Ukraine.
Earlier, the Russian Foreign Ministry circulated a message on social media citing the Foreign Intelligence Service, claiming that NATO intelligence contained no evidence of Russian involvement in the Leipzig incident. At the same time, it was alleged that the intelligence pointed to a β€œUkrainian connection.”

❗️China and Russia have criticized a bill passed by the US targeting buyers of Russian oil with so-called β€œhellish sanctions.”
Kremlin spokesman Dmitry Peskov called the vote an β€œunfriendly move” that would β€œcomplicate the search for a peaceful settlement” in Ukraine. He said the Kremlin is β€œmonitoring the situation.”

❗️ Russia strikes an electric train in Kharkiv region, killing one and injuring seven
A Russian drone attacked an electric train in the Novovodolaha community, killing a 40-year-old man and injuring seven others, with injuries ranging in severity.
Ukrzaliznytsia said its monitoring team detected the threat, prompting the evacuation of passengers.
Two of the injured sustained severe injuries during the evacuation after failing to move far enough away from the train.

On the night of September 17, Russian forces struck the Amstor shopping center in Zaporizhzhia.
A massive fire broke out following the strike, and the building was completely destroyed.
No injuries were reported.

Swedish Prime Minister Ulf Kristersson has resigned.
This followed the announcement of the final results of Sweden's parliamentary elections held on September 13. The left-centrist opposition parties won, securing a total of 176 out of 349 seats. Meanwhile, the parties of the pro-government coalition received only three fewer seats β€” 173.
In his resignation letter, Prime Minister Ulf Kristersson stated that the election results could complicate the formation of the next government. He believes that "constructive openness" will now be required from the parties in parliament.

πŸ‡ΊπŸ‡ΈThe US State Department has authorized Germany to transfer Patriot missiles to Ukraine. [..]
The US State Department also approved the sale of 48 F-35 fighter jets to Saudi Arabia for over $24 billion. The decision was explained as "strengthening the security of the US's key partner outside NATO." If the deal successfully passes Congress, Saudi Arabia will receive its first batch of F-35 fighter jets in its history.

πŸ‡ΊπŸ‡ΈπŸ‡·πŸ‡ΊDonald Trump is ready to offer Putin "carrots" even before the war ends β€” the US wants to propose business deals to Russia to incentivize the Kremlin toward peace, the NYT reports, citing two people close to the negotiations.
These are major business projects Washington could offer Moscow even before hostilities cease. It is not yet known which specific deals are involved. However, the Kremlin has already discussed possible major joint projects with the US β€” particularly in rare earth metals and aluminum, in the Arctic, as well as American companies' participation in selling Russian gas to Europe.
This is a sharp reversal: last year, Trump said there would be no business with Russia "until we settle the war." Now the goal is to show Moscow the seriousness of intentions and incentivize the Russian elite to push Putin toward peace. Washington is already signaling readiness for "greater concessions" to Russia.
At the same time, Congress is moving in the opposite direction β€” the House of Representatives passed a bipartisan bill on "Graham's hell sanctions" against Russia.
Putin himself, at a meeting with the American delegation this month, confidently stated that within a few months he would capture all of Donetsk region and threatened strikes on Ukrainian energy infrastructure. Jared Kushner, in response, reminded him that Russia had said the same thing a year ago: "Maybe we shouldn't lose another year?"
Negotiations could be attempted to resume as early as October, the publication writes, and among possible first steps, a limited truce is being discussed β€” for example, halting strikes on energy infrastructure or shipping in the Black Sea.

Overnight, Russia attacked Ukraine with 93 drones. Air defense neutralized 72 of them. However, the enemy struck 13 locations, with debris falling in three others. Here is what is known about the aftermath in the regions:
πŸ”΄Kyiv region. In the morning, Russia attacked the Fastiv district. A family of five was injured, including three children. One private house was destroyed, and another damaged.
πŸ”΄Zaporizhzhia. Russia destroyed a shopping center with an area of over 10,000 mΒ² β€” one person was injured.
πŸ”΄Sumy region. Russia struck Konotop β€” two people were injured. Educational institutions, private houses, medical facilities, municipal transport infrastructure, businesses, and the railway were damaged. The attack caused power and gas outages.
πŸ”΄Odesa. The enemy damaged a two-story building, causing a fire. No casualties were reported.

Key Takeaways

  1. The Kremlin continues to deny that Russia will conduct mobilization after its September 18-20 State Duma elections, likely in an effort to dissuade Russian citizens from fleeing abroad.
  2. The Kremlin will have to change its recruitment practices and likely conduct some form of involuntary reserve call-up in order to sustain its war effort in Ukraine over the mid- to long-term if it continues operations that generate casualties at the current rate.
  3. Poland has changed its air defense posture in response to increasing Russian strikes against border infrastructure and drone and other incursions into the territories of states neighboring Ukraine.
  4. Russian President Vladimir Putin seized several prominent foreign enterprises under the pretext of defending Russian national security as he continues to expand and exercise his power to nationalize foreign and Russian assets.
  5. The details of Ukraine’s restructuring of the military command arrangements in and around Donetsk Oblast are becoming clear as the new organizations come formally into operation.
  6. Ukraine is attempting to increase the resilience of its energy system in preparation for Russia’s anticipated intense winter strike campaign targeting Ukraine’s energy grid.
  7. Russia launched 93 drones against Ukraine overnight.
  8. Ukrainian forces continued their long-range strike campaign against Russian military assets and energy infrastructure on the night of September 17 and 18.
  9. Neither Ukrainian nor Russian forces advanced.

Kyiv and Moscow are growing increasingly frustrated with the U.S.-mediated peace process β€” and with Washington's Envoy Steve Witkoff, people familiar with the matter told the Kyiv Independent.
Behind the scenes, however, several separate efforts are taking shape to remove Witkoff from the equation. The Kyiv Independent can reveal that multiple tracks are also seeking to disrupt his close relationship with Russian envoy Kirill Dmitriev.
For now, that leaves the peace process in an unusual position: the negotiator who has become a source of frustration in both capitals remains the person Trump trusts to carry it forward.

πŸ‡©πŸ‡° Denmark is accelerating the delivery of a new aid package to Ukraine after a Russian warship fired flares at a Danish helicopter, Reuters reports.
β–ͺ️ The incident occurred Monday when a Russian frigate fired two flares at a Danish helicopter conducting routine filming of the vessel in international waters.
Denmark subsequently summoned the Russian ambassador. Moscow accused Denmark of provocation, while Russian Defense Minister Andrei Belousov awarded the ship’s captain a medal.
β–ͺ️ The new aid package, valued at $276 million, is intended to address Ukraine’s air defense needs.
β€œIf the Russians think they can intimidate us… then our response is to step up support for Ukraine faster than we had planned,” Defense Minister Jeppe Bruus told reporters after meeting with lawmakers.

β€œJet-powered interceptors for Shahed drones from two companies have successfully passed combat trials, destroying enemy UAVs at high speed,” President Volodymyr Zelenskyy said.
He called the results β€œa major positive” but said Ukraine wants to review all testing data to accelerate development and begin mass production.
β€œWe are in talks with these companies, and contracts are already being signed,” Zelenskyy said.

β€œWe are joining the anti-ballistic coalition,” Polish Prime Minister Donald Tusk said.

The US has warned European allies that deliveries of key weapons systems could be delayed by up to five years as American ammunition stockpiles have been depleted during the war with Iran, Bloomberg reports.
Germany has asked Washington to expedite deliveries of long-range Tomahawk cruise missiles and ground-based Typhon launchers. However, Raytheon, part of RTX Corp., is unlikely to fulfill Germany’s order within the next five years because of a missile shortage, according to Bloomberg.
Eastern European countries using US weapons systems also faced delivery delays shortly after the US-Israel war with Iran began, two officials told the agency.
The depletion of US stockpiles is also complicating Ukraine’s efforts to secure additional Patriot interceptor missiles ahead of an anticipated harsh winter. Air defense supplies to Ukraine are expected to be a key topic at UN meetings in New York next week.
Donald Trump said this week that he is discussing with Kyiv the possibility of transferring a β€œmuch less advanced version” of the Patriot system or allowing European countries to manufacture the missiles under license.
According to Bloomberg, the US used more than half of its most advanced Patriot missiles, a third of its Tomahawk inventory, and nearly half of its precision-guided missiles and THAAD interceptors during the war with Iran.
The US Congressional Budget Office estimated that by June 2025, the US military could have exhausted up to two-thirds of its interceptor missile stockpiles.
The Pentagon has acknowledged that ammunition use during the initial months of the war led to a β€œdepletion of strategic stockpiles and exposed industrial base vulnerabilities hindering the replenishment of ammunition reserves.”
Washington is now building up stocks of critical components and specific types of munitions while working to shorten production timelines, according to a report released this week.
Defense companies are also increasing production. Lockheed Martin is working to raise annual production capacity for PAC-3 MSE missiles used in the Patriot system from about 600 to 2,000 units.
The supply problems extend beyond Europe. In April, the US warned Japan of delays of up to two years in Tomahawk missile deliveries.
Saudi Arabia has also asked allies, particularly the US, for military assistance to counter Houthi attacks from Yemen. Washington has not indicated whether it will provide additional support.
Meanwhile, Bloomberg sources say the US continues to transfer weapons to Ukraine purchased by European allies through NATO and EU initiatives.
Next week, European leaders plan to again ask Trump to provide Kyiv with more Patriot missiles. EU officials also hope to secure Washington’s approval for production in Europe, with the option of transferring the missiles to Ukraine.

Kim Jong Un has posed at a factory with drones that closely resemble Russia’s β€œGeran” models.
Photos released by North Korean state media show dozens of aircraft with a silhouette virtually identical to the Iranian Shahed-136, which Russia uses under the name β€œGeran-2.”
Another type of small attack drone is also visible. It resembles Russia’s β€œLancet” or the Israeli Harop/Hero. [...]
Over the past year, there have been reports of Russia transferring drone manufacturing technology and expertise to North Korea. In particular, North Korean workers have been linked to the β€œShahed/Geran” production plant in Yelabuga.
Furthermore, Budanov said Moscow and Pyongyang had agreed to launch production of β€œGeran” and β€œHarpy” drones directly in North Korea.

πŸ‡±πŸ‡Ή Lithuania has prepared a plan to evacuate its population to Poland in the event of a Russian attack, Polskie Radio reports.
Two additional evacuation routes would lead to the north and west of the country.
Poland is also preparing the region for a potential role as a transit corridor for residents of the Baltic states. Plans call for the evacuation to begin before any immediate danger arises.

Russia is launching large numbers of converted training missiles at Ukraine instead of Iskanders, seeking to deplete Ukrainian air defenses while conserving more powerful missiles for the winter, Reuters reports.
The RM-48U missiles are made from old surface-to-air missiles designed for S-300 and S-400 systems. In July and the first eight days of August alone, they accounted for 123 of 228 Russian ballistic and hypersonic missile strikes on Ukraine.
RM-48Us are significantly less accurate than Iskanders. They travel at Mach 4–6, have a range of up to 400 kilometers, carry about 200 kilograms of explosives, and have an average deviation from the target of about 300 meters.
Ukrainian investigators have linked their use to numerous civilian casualties. One investigation found that an RM-48U struck a railway platform in the Brovary district on August 5, killing eight people.
RUSI experts believe Russia is using the cheaper missiles to overwhelm Ukrainian air defenses while stockpiling Iskanders, North Korean KN-23s, and Zircons for potentially intensified strikes during the winter.

Ukraine’s defense forces destroyed an S-400 missile launcher that had been used to strike Kyiv, according to the OSINT project CyberBoroshno.
The launcher was positioned on the 15K-303 highway near the village of Poroshino in Russia’s Bryansk region.
Fire Point said the unit had been modified to strike ground targets.
The S-400 launcher was destroyed using an FP-1 drone.

Ukrainian Defense Force strike units are actively targeting Russian logistics routes in occupied territories.
Russian mobile fire groups provide cover for convoys, but that does not always prevent Ukrainian strikes.

Russia has damaged or destroyed more than 500 locomotives in Ukraine since the start of the full-scale invasion, Politico reports.
More than 60% of these losses have occurred in the past eight months. Ukrzaliznytsia is currently losing an average of 37–40 locomotives per month.
Most attacks previously occurred within 200 kilometers of the front line or the Russian border. Russia is now expanding the geographic scope of its strikes, aided by signal repeaters in Belarus.
Oleksandr Pertsovskyi, Chairman of the Board of Ukrzaliznytsia, said Russia is using the attacks not only to disrupt logistics but also to intimidate the population, isolate frontline cities, and make travel to Ukraine more difficult for foreign partners.
Despite the attacks, Ukrzaliznytsia has no plans to halt operations. The company is preparing contingency plans, including transferring passengers to buses if a train is damaged or its movement is restricted.
Replacing the locomotives is another challenge. A new locomotive costs around €5 million, while quickly replacing damaged units with European equipment is difficult because of differences in railway track gauges.

❗️Russian forces attacked Balakliia, killing four civilians. A day of mourning has been declared in the city.

πŸ’‘ Russia attacked Odesa overnight, striking an administrative building for the second time and leaving more than 178,000 families without electricity.

πŸ‡ΎπŸ‡ͺ Russia plans to recruit at least 27 Yemeni nationals for the war against Ukraine, according to Ukraine’s Foreign Intelligence Service (SVR).
Russian military structures are involved in processing their paperwork, indicating an established recruitment mechanism, according to the SVR.

The massive attack damaged an administrative building and infrastructure facilities. No casualties or injuries have been reported.
One strike hit the administrative building targeted by Russian forces the previous day. A fire broke out on the upper floors, but emergency responders have since extinguished it.
In the region, two residential buildings, a two-story educational facility, a passenger car, and a minibus were also damaged.
According to DTEK, more than 178,000 families were left without power following the attack.

He specified that up to half of the agreements relate to energy β€” solar and wind power, energy storage, and gas storage. The summit also proposed creating a Carpathian Wind Energy Cluster with a capacity of 1.5 gigawatts.

The EU proposes keeping Russian oligarch Alisher Usmanov under sanctions but unfreezing his assets and allowing him entry into the bloc, the FT reports, citing sources.
This compromise was proposed so that the EU could extend its sanctions against Russia. It is to be discussed on September 21.
According to sources, Germany, Italy, and several other countries are ready to agree to this compromise.
At the same time, a number of EU countries oppose any easing of the sanctions regime. In their view, this could create a legal precedent that other oligarchs will use in the future to challenge EU sanctions in court. One EU diplomat noted that he currently sees no solution that could satisfy all parties.
