I think the implication is "what would China do ?"
Well, I would answer that by suggesting it would be instructive to think what China would not do. And starting a war it cannot win and cannot end is probably high up on that list.
You could then add "building an international consensus and working with interested parties" to that list.
That's 2 so far.
Maybe add "not kill innocent schoolchildren and then lie about it" - although I admit they are getting harder to achieve now.
And not last, but an honourable mention for laying out a clear set of aims so that all invited can work towards them.
But what do I know ?
