Disgusting neighbour's habit

I live in a 3rd floor flat, only one level above me. Our flats are arranged so that the balcony gutter empties onto my balcony, right by my balcony door.
I'm a council tenant, and Upstairs is leasehold, rented out privately.
For some weeks in the height of summer there was this absolute rancid smell coming in from outside, a mixture of rubbish, rotting waste and piss. It was clearly coming from my balcony, but for the life of me I could not work it out, until I slipped on some greasy residue on my paving, and I realised it had come down the gutter. I placed a takeaway container underneath and sure enough within a few days, the container was full of cooking fat and peanuts! Bizarre.
It took me an age to wash my patio and get rid of the smell, not helped by all the maggots that had hatched in the fat and mouse droppings!
Grim.
I asked them to stop tipping their fat down the gutter, and they apologised.

Shortly after, I smelt a very strong smell of urine. I thought it was dog going outside and was seriously considering taking him to the vet, thinking he had a kidney problem or diabetes.
Only I twigged it didn't smell like dog pee but human, incredibly pungent.
So I got another take away contained, and sure enough the next day it was filled to the brim with piss.
The bastard is pissing down his balcony drain knowing it empties onto mine. I've emailed my landlord, and their leaseholder, who gave me a standard response, and left notes in the lift and entrance door (not naming and shaming, just polite notice, don't piss on your balcony), and he has not stopped.
I've just watched as piss came down my gutter and emptied onto my balcony for the 3rd time this week.

What other action can I take? Any advice?

I'm tempted to start leaving the containers of piss on his doormat.

Collect his piss in a container and knock on his door and when he opens it throw the piss at him!! That’s what I’d do!

OverlyFragrant · 27/08/2025 20:26

Photo of said piss now attached. Yeah it's pretty grim.

Report the stinking bastards to environmental health!

Fluteytooting · 27/08/2025 20:29

Wow, that is a whole new level of grimness! My DH would have no qualms about delivering this back to him…

Pigsinblankets13 · 27/08/2025 20:29

Leave the containers on his doorstep!

Pancakeflipper · 27/08/2025 20:30

Oh good grief. That is grim.and ridiculous.

What is wrong with people ?

JohnofWessex · 27/08/2025 20:32

Talk to your housing officer

They should take action

Pour it over his doorstep

Mumsworkneverdone · 27/08/2025 20:36

Second poor it over his doorstep. Dirty bastard!

dairydebris · 27/08/2025 20:37

Wtf?!

Assume you've sent this picture to upstairs landlord? It'd be a straight up section 21 from me. Obvs after checking those are still a thing...

Other than that id have a gutter person round asap to route the gutter any other way than that. Absolute worst scenario I'd enclose the gutter along your balcony to the other side...

Environmental health too.

Scumbag.

Wildwildwoman · 27/08/2025 20:37

Can you block drainpipe so it eventually backs up and ends up overflowing

Not without breaking my tenancy agreement but seeing as my landlord has so far ignored me, I'm very tempted to do so.

Collect a few containers full and then line them up outside his door.

JohnofWessex · 27/08/2025 20:40

OverlyFragrant · 27/08/2025 20:33

They've ignored me

Make a formal complaint and contact your Councillor

Then they will have to do something

Eurgh! 🤢 Sorry you're having to go through this. If the leaseholder doesn't respond, contact the housing ombudsman and copy in environmental health.

DrPrunesqualer · 27/08/2025 20:46

The gutter should not be draining onto your balcony !!!
Phone Environmental health at the local council and talk to the landlord

They need to drain down to the ground out into underground drains

whitewineandsun · 27/08/2025 20:52

Council. Landlord. That's fucking disgusting.

Thisisbetweenyoumeandtheinternet · 27/08/2025 20:53

Has he got a letter box? Pour it through it. Disgusting prick

LovesToMunchPlants · 27/08/2025 20:59

So vile, sorry you're having to deal with this! I'd be raging

WhiteWriting · 27/08/2025 21:00

I'd be calling 111 for advice as this is intimidating/anti-social behaviour!

Good point
yep I’d definately do this

Report to your housing officer, the head of housing, and whoever is incharge of the sweage and stormdrains.

You need to look at your LA clean water policies aa they will be actively trying ensure that only rainwater is pushed into the storm drainage system

You need to look for any fines or court actions to see the key words eg

Formal complaint of discharge of raw sewage into an open drain of council tennency at No...Road..

Or
black water (sewage pipe only body fluids) being disposed of from a domestic property via a unapproved open open drain which discharges into the public stormdrain system
