Disgusting neighbour's habit

I live in a 3rd floor flat, only one level above me. Our flats are arranged so that the balcony gutter empties onto my balcony, right by my balcony door.
I'm a council tenant, and Upstairs is leasehold, rented out privately.
For some weeks in the height of summer there was this absolute rancid smell coming in from outside, a mixture of rubbish, rotting waste and piss. It was clearly coming from my balcony, but for the life of me I could not work it out, until I slipped on some greasy residue on my paving, and I realised it had come down the gutter. I placed a takeaway container underneath and sure enough within a few days, the container was full of cooking fat and peanuts! Bizarre.
It took me an age to wash my patio and get rid of the smell, not helped by all the maggots that had hatched in the fat and mouse droppings!
Grim.
I asked them to stop tipping their fat down the gutter, and they apologised.

Shortly after, I smelt a very strong smell of urine. I thought it was dog going outside and was seriously considering taking him to the vet, thinking he had a kidney problem or diabetes.
Only I twigged it didn't smell like dog pee but human, incredibly pungent.
So I got another take away contained, and sure enough the next day it was filled to the brim with piss.
The bastard is pissing down his balcony drain knowing it empties onto mine. I've emailed my landlord, and their leaseholder, who gave me a standard response, and left notes in the lift and entrance door (not naming and shaming, just polite notice, don't piss on your balcony), and he has not stopped.
I've just watched as piss came down my gutter and emptied onto my balcony for the 3rd time this week.

What other action can I take? Any advice?

I'm tempted to start leaving the containers of piss on his doormat.

Maybe buy a piece of guttering to extend it over and away from your balcony.

It’s very grim though, your neighbour should be ashamed.

Their are two more floors of flats below

Do you know anyone that lives opposite that could maybe catch him in the act and get a photo or video of him "in action"? Or anyone with CCTV that might cover it.

Partly for evidence to backup your existing reports.

But if he's doing that on a balcony for all to see - maybe the Police might be interested for indecent exposure or public decency or whatever they nick people for doing the same in shop doorways when the pubs empty out.

I'm curious to know how huge these flats are, if going on the balcony is preferable to walking all that way to the bathroom!

As tempting as it would be to throw it over him or make him drink it... just be careful incase it has harmful bacteria (dont want you harmed with collecting it). This alone should be why you kick up first thing tomorrow and demand the housing officer / police comes out!
You shouldn't be ignored or made to live like this! Omg! I'd go insane!

OP your neighbour sounds truly horrible however I am very sorry say but cannot see a way out of this for except a housing swap/ mutual exchange.

I worked in council and social landlord housing for many years, specialising in complex antisocial behaviour issues.

Unless the upstairs private landlord is a decent person and issues their tenant a no fault eviction notice soon (before doing so becomes illegal), this will just run and run, eventually making you look vexatious in raising your complaint.

Best option is to stop logging complaints, find a mutual exchange and get out.

I would be tempted to get a "handyperson" with some knowledge of plumbing to attach a length of pip to re-route it off of your balcony. Failing that block it off with quick setting concrete so that it backs up at his end.

Get a funnel and pour it through his letterbox. Or if you don’t want to do that, pour it over the drivers door of his car. Window, handle, over the windscreen. Everywhere you can.

I suppose if it was just rainwater and there seems to be a little gulley for it to run into it wouldn’t be problematic. The issue is the neighbour is disgusting.

I assume all the balconies have a gully that channels rain water in to this downpipe to prevent it from pouring over the side of the balcony or pooling. Downpipes channeling rain water in to an open drain hole are not unusual as people don't expect residents to piss in to rainwater down pipes.

This guy apears to be deliberately pissing in to the rainwater gully of his balcony. Dirty bastard.

I suppose the silver lining is the recent very dry weather has surfaced this nasty behaviour so you can evidence it and complaint

I thought I'd show you all the set up with the gutters.
Gutters comes down, ends in a gulley next to my wall, and the water is supposed to drain into my drain, which then empties onto below and so on....
I can't divert the gutter or run it directly into my drain, and anyway that would just be passing the problem onto the floor below!
See also, my lovely balcony with flowers and yesterday's washing still up.
There are no neighbours that can see onto the balconies, we are very lucky to be surrounded by trees.

I find myself cleaning the paving every day, which is doubly annoying as I'm on a water meter.

Oh you have a lovely balcony OP what a shame you cannot enjoy it at the moment. I would make a environmental health complait. Essentailly human waste is being carried in a set up not designed for its disposal and that is a serious health risk.

You mention he was also disposing of fat and food waste in to the pipe as well, I wonder if there is an issue with his internal plumbing meaning he can't use the normal waste water pipes (not that is obviously not is an excuse at all for this behaviour). The freeholder needs to force an inspection of his property as he could be living in very unsantiary conditions.

Environmental health are taking it pretty seriously.
As opposed to their counterparts in housing who just seem to shrug their shoulders....

The gutter shouldn’t be emptying on your balcony. Contact your landlords for a repair/assessment.

Your balcony looks lovely. What a shame that arsewipe of a neighbour is spoiling it for you. Fingers crossed the environmental health will sort this issue out. Maybe your neighbour needs a referral to the local mental health team?

Other than that id have a gutter person round asap to route the gutter any other way than that. Absolute worst scenario I'd enclose the gutter along your balcony to the other side...

That's what I would do too. Get the guttering re-routed. You only need a small piece added. I'd also go up there and give him major shit and tell him he's been reported to environmental health the filthy pig ff's.

Yes he does.
This started after I asked him not to tip cooking fat down it. That left my patio slippery, stinky, full of maggots and attracted mice (I saw their droppings).
