Disgusting neighbour's habit

I live in a 3rd floor flat, only one level above me. Our flats are arranged so that the balcony gutter empties onto my balcony, right by my balcony door.
I'm a council tenant, and Upstairs is leasehold, rented out privately.
For some weeks in the height of summer there was this absolute rancid smell coming in from outside, a mixture of rubbish, rotting waste and piss. It was clearly coming from my balcony, but for the life of me I could not work it out, until I slipped on some greasy residue on my paving, and I realised it had come down the gutter. I placed a takeaway container underneath and sure enough within a few days, the container was full of cooking fat and peanuts! Bizarre.
It took me an age to wash my patio and get rid of the smell, not helped by all the maggots that had hatched in the fat and mouse droppings!
Grim.
I asked them to stop tipping their fat down the gutter, and they apologised.

Shortly after, I smelt a very strong smell of urine. I thought it was dog going outside and was seriously considering taking him to the vet, thinking he had a kidney problem or diabetes.
Only I twigged it didn't smell like dog pee but human, incredibly pungent.
So I got another take away contained, and sure enough the next day it was filled to the brim with piss.
The bastard is pissing down his balcony drain knowing it empties onto mine. I've emailed my landlord, and their leaseholder, who gave me a standard response, and left notes in the lift and entrance door (not naming and shaming, just polite notice, don't piss on your balcony), and he has not stopped.
I've just watched as piss came down my gutter and emptied onto my balcony for the 3rd time this week.

What other action can I take? Any advice?

I'm tempted to start leaving the containers of piss on his doormat.

If it is a rainwater gutter he is surely having to go out on to his balcony to tip stuff/wee down it. It is clearly deliberate.

I wonder if there is a real issue with his indoor plumbing and rather than get it fixed he is using the rain water gutter? (NB this oa obvioisly not a reason to do thia).

The freeholder should do an inspection of the inside of his flat to see if the intenal plumbing is being used and maintained properly.

Landlords are responsible for their tenants adhering to their lease or contract, but who's responsible for administering block maintenance? Can you make a written complaint direct to the managing agent? Complain both about the practical issues of health and proper use of the facilities ie fat and urine do not belong in a fresh water drain, and attracting vermin. Also his anti social behaviour by causing you these issues.

Do you get any warning (eg sound of footsteps on the balcony) to know if it's going to happen? So you can video it? Just in case he accuses you of peeing in the container, if he is so vindictive as to pee down the drain he may well be vindictive enough to try to put the blame on you. Proof of an empty container being filled would help your case

This is so bad. Can you ring the environmental health agency? Is there a way to extend the guttering so that it redirects off your patio until you can get this sorted? Is there no law against bodily fluids and using them against other people? I'm sorry you're going through this!!

Honestly, this is vile. He has done it as retaliation for your complaint and I’m sure this is classed as harassment. Regardless, what he’s doing is against the law.

Our arsehole neighbours used to leave their poor puppy howling and barking for hours, we complained to them, they complained about the fact we have children so I complained to the council. They stopped the dog but started making noise ALL night long - washing machine cycles all night, alarms ringing from 5-7am every morning. People are horrific.

Its not lawful in the UK to discharge body waste (black water) into open drains or rain water drains which connect to the public system

For a brief update....
He appears to have stopped. I do believe Environmental Health got in touch with him and quoted some legal bits at him.

This week I've been doing some prep work for redecorating the bathroom and hallway, sanding etc. I've got new flooring arriving next week so it needs to be done by the weekend at the latest.
This morning I got a very loud knock on my door, before I even started, and him upstairs was stood there. He very sheepishly explained how they are having a christening party upstairs today and would I mind not doing any 'banging around' so I don't disturb them.
Funnily enough, I was thinking yesterday how much longer it was taking to sand back the layers of paint in the bathroom and was going to use the electric sander.
So I simply replied its not possible, I have a tight schedule.

What a dick.

I'd be tempted to go upstairs and loudly explain at the door that since he has stopped pissing down the drainpipe you will not sand for an hour. Make sure all the guests hear.

Early to mid 40s. Nigerian.

Wouldn't give him a 2nd thought if you passed him in the street.
