The EU has unveiled a defense readiness roadmap through 2030, which includes a four-tier drone protection system.
Specifically, member states plan to:
🔴Create a network of sensors and surveillance systems integrated across EU countries;
🔴 Deploy electronic warfare tools to jam drone control signals;
🔴 Use interceptor drones and counter-UAV systems to neutralize hostile devices;
🔴 Share data, coordinate joint procurement, and align defense capabilities among EU and NATO members.
In addition, the roadmap states that the EU will provide Ukraine with a “reparations loan” by the end of 2025.

❗️Emergency power outages have been introduced across all regions of Ukraine due to the critical state of the energy system.
In the Chernihiv region, three stages of scheduled hourly outages are currently in effect.
Additionally, power consumption limits for industrial consumers remain in place across all regions until the end of the day. On October 17, restrictions for industry will apply from 7:00 a.m. to 10:00 p.m.

❗️A decision to temporarily halt hostilities to repair power lines at the occupied Zaporizhzhia Nuclear Power Plant could be made as early as October 17, reports Sky News.
The head of Russia’s state nuclear corporation Rosatom, Alexey Likhachev, said that introducing a “quiet period” would allow repairs on two damaged transmission lines — one located in Russian-controlled territory and the other in Ukrainian-controlled territory.

❗️Russia lost 29,000 troops in September.
Over the past month, Ukraine’s Defense Forces have also destroyed or damaged 70 tanks, 65 armored combat vehicles, more than 1,050 artillery systems, six multiple rocket launchers, and other equipment.
Since the start of the year, 2,060 Russian soldiers have been captured.
According to Commander-in-Chief Oleksandr Syrskyi, Ukrainian troops have halted Russia’s spring–summer offensive campaign. In some areas, Defense Forces are conducting counteroffensives and continue pushing Russian troops out of the Sumy region.
Since the beginning of the year, Ukrainian forces have successfully targeted 45 Russian energy and defense industry facilities. As a result, Russia’s total fuel production has dropped by nearly 25%, costing the country over $46 million in daily losses.

Ukrainian Special Operations Forces struck the Saratov oil refinery again overnight.
The previous attack on the facility occurred exactly a month ago, on September 16.
The refinery is one of Russia’s oldest oil processing plants and is part of the Rosneft structure. Its oil refining volume was 7.2 million tons in 2020 and 4.8 million tons in 2023.

Medics from Ukraine’s Third Army Corps helped a man injured in a car accident in London while on leave in the UK.
“Sophia,” “Mivina,” and “Rebecca” were riding in a taxi when they witnessed the crash. Without hesitation, they stopped the car and provided the victim with emergency first aid: they stopped the bleeding, applied a bandage, and monitored his vital signs until paramedics arrived.
The man sustained serious injuries, but thanks to the medics’ professional actions, his condition was stabilized on the spot before he was quickly taken to the hospital.

In Rostov, 15 Ukrainian prisoners of war from the Aidar battalion were sentenced to prison terms ranging from 15 to 21 years in a high-security colony.
None of them were charged with war crimes — the so-called court deemed their only “crime” to be serving in the Ukrainian army. This included medics, as providing medical assistance to soldiers was described as “maintaining the unit’s combat capability and readiness.”
During the trial, the Ukrainian POWs testified about torture. When it was the defense’s turn to present evidence, the court was closed to the public and the press, allegedly due to “high public resonance” and “threats to the participants in the process.”

Russia launched the largest number of Iskander-M ballistic missiles at Ukraine since the start of the full-scale invasion last night, reportedly using upgraded versions — none were intercepted, The Insider reported.
A total of 26 Iskanders were used in the strike. Previously, the maximum number launched in a single attack was 14 — on May 24 and October 10, 2025.
The Financial Times earlier reported that Russia has modernized its Iskander-M and Kinzhal missiles to better evade Ukrainian air defenses. The upgraded missiles can perform sharp maneuvers or dives in the final phase of their trajectory, making interception by Patriot systems more difficult.

This sounds very worrying.

Is Ukraine's new Flamingo missile really that good?
()
Ukraine’s newest cruise missile, the Flamingo, is being hailed as a potential game changer — capable of striking targets up to 3,000 kilometers away with over a ton of explosive power. Fire Point, the startup behind it, says it already produces 50 a month and plans to quadruple that number by year’s end. But no one has seen the missile in action since its alleged debut strike on Russian-occupied Crimea in late August. Is the Flamingo really as powerful as claimed? EU officials have approved a €1.5 billion budget to strengthen Europe’s defense capabilities amid Russia’s war against Ukraine, Bloomberg reported.
Denmark, which currently holds the six-month EU presidency, reached a preliminary deal with European Parliament negotiators to provide grant funding through 2027. One-fifth of the amount will go toward defense cooperation with Ukraine.
The program aims to reduce the EU’s reliance on American weapons, streamline procurement, and boost competitiveness in Europe’s fragmented defense and aerospace sectors. It will receive additional funding under the new EU budget, with €131 billion proposed for defense and space from 2028 to 2034.
The agreement followed more than a year of debate over “buy European” rules, with France pushing to prioritize domestic industry. Under the deal, components from outside the EU and associated countries cannot exceed 35% of a product’s total cost.
“The European Defence Industrial Programme will strengthen our capacity to produce and supply critical defense equipment and ensure a rapid, decisive response to the increasingly complex security environment,” said Danish Defence Minister Troels Lund Poulsen.

Zelenskyy offered the US a deal: Ukraine would provide thousands of drones in exchange for Tomahawk missiles and permission to use them, Sky News reports. He said hitting a military target requires hundreds of drones working together with Tomahawks — Ukraine has the drones but lacks the missiles.

Journalist: Aren’t you worried that Putin is just stalling for time?

At his meeting with Zelenskyy, Trump was firm and rejected the request for Tomahawks “for the sake of diplomacy,” reports Axios, citing two sources.
Trump made several sharp remarks and at times “became somewhat emotional.” The meeting abruptly ended after 2.5 hours.
According to the sources, Zelenskyy pressed for the transfer of Tomahawk missiles, but Trump resisted and showed no flexibility, insisting that diplomacy was his top priority.
After the meeting, Zelenskyy held a phone call with several European leaders — some of whom were surprised by the U.S. president’s change of tone.
UK Prime Minister Keir Starmer offered to work with the U.S. on developing a peace agreement for Ukraine, similar to Trump’s 20-point plan for the Gaza Strip.

According to Axios, during a tense meeting, Trump told Zelenskyy that he has no plans to provide long-range Tomahawk missiles — at least for now — as he considers diplomacy the priority.
One source said the meeting “was not easy,” while another described it as “bad.”
Additionally, a CNN source claimed that Trump has the impression that Ukraine seeks escalation and the continuation of the conflict, and that he is concerned about potential losses during the upcoming harsh winter.

The occupation of part of Ukraine’s territory will not prevent the country from joining the European Union, said Michael Gahler, the European Parliament’s rapporteur on Ukraine.
According to him, the EU can apply a system of transitional periods.
He explained that once Ukraine joins the bloc, the transitional period will apply only to the territories under Kyiv’s control. Later, when the remaining territories are liberated, their own “countdown” for these periods will begin.
Gahler noted that this approach would ensure the accession process is not delayed and would prevent the temporarily occupied territories from being used as an argument against Ukraine’s integration into the EU.

🇸🇰Slovakia will allocate additional funds to support Ukraine.
Half a million euros will go toward protecting Ukraine’s energy infrastructure, and another €300,000 will be used to build school shelters in frontline regions.
During the meeting, the Ukrainian and Slovak delegations also discussed security cooperation, including the SAFE defense loan program and the purchase of U.S. weapons by European partners through the PURL mechanism.
Prime Minister Yuliia Svyrydenko stated that defense cooperation between Slovakia and Ukraine “is reaching a new level.”

🇫🇮🇺🇦Finland will provide Ukraine with €52 million in military aid.
This marks the 30th military assistance package Finland has delivered to Ukraine, consisting mainly of new orders placed with Finnish defense companies.

European diplomats met with Belarus’s ambassador to the Vatican, Yury Ambrazevich, Reuters reports, citing diplomatic sources.
The meeting was prompted by the recent thaw in relations between Minsk and Washington.

Putin gave Trump a long historical lecture during the summit in Anchorage, Alaska — which infuriated him, writes the Financial Times.
Sources told the outlet that the atmosphere behind closed doors was tense. Putin rejected the U.S. proposal to lift sanctions in exchange for a ceasefire in Ukraine, insisting that the war would only end if Ukraine capitulated and ceded more territory in Donbas.
The Russian ruler then launched into a rambling historical tirade, mentioning medieval princes Rurik and Yaroslav the Wise, as well as Hetman Bohdan Khmelnytsky.
According to witnesses, Trump was stunned, raised his voice several times, and at one point even threatened to walk out.
In the end, the U.S. president cut the meeting short and canceled a planned luncheon, where both delegations were supposed to discuss economic ties and cooperation. [interesting timing of this information]

☠️ In 2025, for every Ukrainian soldier killed, five Russian soldiers die — The Economist
The publication reports that Russia’s summer offensive, which Putin placed high hopes on, ended in failure despite record mobilization numbers.
According to The Economist, a sudden collapse of Ukraine’s defenses is unlikely, as the scale of Russian losses far outweighs any territorial gains.
Sources estimate that since the start of the full-scale invasion, Russia has lost between 984,000 and 1.44 million soldiers, including 190,000 to 480,000 killed.
“At this rate, Russia may be the first to face a manpower shortage,” the article notes.

The Russians carried out their first guided aerial bomb strike on Lozova in the Kharkiv region. According to the regional prosecutor’s office, the rocket-propelled bomb flew about 130 kilometers. Five people were injured.

Secretary of the National Security and Defense Council Rustem Umerov said that the Ukrainian delegation held dozens of meetings in the United States — in Congress, the Pentagon, the Senate, with the White House leadership, think tanks, and the US defense industry.

🇦🇲 Armenia may apply for EU membership as early as November, — Foreign Minister Ararat Mirzoyan told DW.
“Maybe next month, maybe next year… But, as I’ve already said, this is our official policy,” he noted.

Montenegro will soon introduce visas for Russian citizens but is trying to delay the move as much as possible to protect its tourism sector, President Jakov Milatović said in an interview with Politico.
The publication recalled that Montenegro seeks to join the European Union and must align its visa policy with EU standards. However, the country remains heavily dependent on Russian tourists and investors.

According to The Economist, if Russia maintains its current pace of advance, it could occupy all of Luhansk, Donetsk, Kherson, and Zaporizhzhia regions by June 2030 — and would need another 103 years to seize the rest of Ukraine.
The publication notes that a sudden breakthrough of Ukraine’s defense lines is unlikely, as “constant drone surveillance combined with high-precision long-range weapons makes massing troops near the front suicidal.” Gradual advances, however, remain possible — though at a tremendous cost — through small assault groups pushing into the “death zone” to capture forward positions.

In occupied Feodosia, 11 fuel tanks were destroyed after strikes on an oil refinery.
Satellite images show that as a result of two strikes on October 7 and 13, 11 tanks were completely destroyed, and several others were damaged beyond repair.

A court in Lausanne has, for the first time, recognized the ban on Russians and Belarusians from competitions as “discrimination.”
The Court of Arbitration for Sport ruled that the European Table Tennis Union’s decision violated the organization’s statutes, which require “general unity of action, mutual respect among associations, and the inadmissibility of discrimination against associations or individuals on racial, political, religious, sexual, or other grounds.”

Afghanistan and Pakistan have agreed to a border ceasefire, Qatar’s Foreign Ministry announced.
The agreement was reached following talks mediated by Doha and Ankara. According to the Qatari ministry, both sides also agreed to establish mechanisms to ensure lasting peace and stability, with another meeting planned in the coming days.
