The effectiveness of Ukraine’s air defense has dropped by 20–30% due to weather conditions, President Volodymyr Zelensky said.
According to him, Russia had been stockpiling missiles and drones for the massive attack on the night of October 10, waiting for rain and fog, knowing such conditions would impede the use of Ukrainian aviation.
At the same time, Zelensky noted that if energy workers manage to almost fully restore water supplies during the day and make progress toward stabilizing electricity, “it will be a strong blow — strong, but certainly not fatal.”

Bloomberg: Russia canceled the Russia–Arab summit because almost no one agreed to attend
According to Bloomberg, Russia had been preparing for the summit since the spring, when Putin first announced it. The event was scheduled for October 15, and the Kremlin had invited the leaders of 22 Arab states to a forum under the slogan “Cooperation for Peace, Stability, and Security.”
“There just weren’t enough Arab leaders who said ‘yes’ to justify holding the summit. That’s what forced Putin to postpone the event at the last minute — one he had hoped would strengthen his position in the region,” Bloomberg wrote.

🇺🇸 Former U.S. Army officer sentenced to nearly six years in prison for sharing classified information about the war in Ukraine on a dating site.
After retiring as a lieutenant colonel in 2020, David Slater retained access to classified information while working at the U.S. Strategic Command at Offutt Air Force Base. From August 2021 to April 2022, he attended secret briefings on the Russia–Ukraine war. Slater was arrested in March 2024.
In July, he admitted to conspiring to transmit classified information he had learned at those briefings through a dating website to an unnamed co-conspirator who claimed to be a woman from Ukraine.
The alleged partner repeatedly asked him for secret information. In one message, she called him “my secret informant, my love!” and in another wrote: “Dave, I hope NATO is preparing a very nice surprise for Putin tomorrow! Will you tell me?”
It remains unclear whether this person was actually from Ukraine, Russia, or another country.

The Russian government has added French automaker Renault SAS to its sanctions list following reports that the company may be involved in producing drones for Ukraine.
The measures include a ban on transactions — including foreign trade contracts — and restrictions on fulfilling obligations under existing agreements with sanctioned entities.

🇧🇪 A Brussels police officer is suspected of spying for China and Russia, reports Politico, citing local media and its own sources.
The officer, who worked in the Brussels police department, was arrested in early October but later released under restrictions.
He is accused of espionage on behalf of China and is also under investigation for possibly spying for Russia.
Media outlets report that he was recruited to gather information due to his access to Brussels’ international diplomatic community.
A spokesperson for the local police confirmed that an internal investigation is underway.
▪️The arrest comes amid growing pressure on Belgium’s security services. In February, Le Soir reported that Chinese hackers had infiltrated the State Security Service’s systems between 2021 and 2023 — considered the largest data breach in the agency’s history.

  2. American intelligence sharing with Ukraine has reportedly been crucial in increasing the efficacy of Ukraine’s long-range drone strike campaign targeting the Russian energy sector in recent months.
  3. The Kremlin is attempting to stabilize its domestic gasoline market to offset the consequences of Ukraine’s long-strike campaign against refineries.
  4. US President Donald Trump and Ukrainian President Volodymyr Zelensky discussed possible US sales of Tomahawk missiles to Ukraine in an October 12 call, as the Kremlin continues its reflexive control campaign to deter the US from sending Ukraine Tomahawks.
  5. Russia’s effort to generate increased military recruitment through high financial incentives is reportedly losing momentum, indicating that Russia’s main method for recruiting volunteers for its war may be hitting diminishing returns.
  6. Ukrainian forces advanced in western Zaporizhia Oblast and near Kupyansk and Siversk. Russian forces advanced in eastern Zaporizhia Oblast and near Pokrovsk.

‘It flew straight at them’ – how Russian drone attack on Ukrainian and French journalists unfolded

Throughout Russia’s full-scale invasion of Ukraine, journalists have faced routine attacks by Moscow's forces — a threat now compounded by the spread of advanced drone technology that makes front-line reporting even more dangerous.

Ukrainian photographer George Ivanchenko and his French colleague Antoni Lallican became victims of such an attack on Oct. 3, when a Russian first-person view (FPV) drone struck them during a reporting trip in Ukraine’s war-torn east.

"It was a targeted strike by an FPV drone. I’m alive. My leg was amputated. My closest friend, brother, and mentor, Antoni Lallican, is dead," Ivanchenko wrote on Facebook just days after the attack while undergoing treatment at a hospital.

United 24 Media:

🔹 In Ukraine, civilian casualties from Russian strikes have risen sharply in 2025, the UN Human Rights Monitoring Mission reported.

The total number of casualties in the first nine months of the year increased by 31% compared to 2024.

“This significant increase shows no signs of slowing down,” the experts said.

Since the start of Russia’s full-scale invasion, the mission has documented at least 14,383 civilian deaths in Ukraine, including 738 children, and 37,541 injuries, including 2,318 children.

At least 214 civilians were killed and nearly 1,000 injured across Ukraine in September 2025. More than two-thirds of civilian casualties that month occurred near the front line, with the highest numbers recorded in the Donetsk and Kherson regions.

🔸 Hungarian Prime Minister Viktor Orbán has announced the launch of a petition campaign against what he calls “Brussels’ military plans,” which he claims are “drifting ever faster toward war.”

“A hot autumn awaits us. Europe is drifting ever faster toward war. A few weeks ago, a Brussels military plan was presented in Copenhagen: Europe pays, Ukrainians fight, and Russia is exhausted. We don’t know how much it will cost or how long it will last. Instead of a strategy, Brussels has limited itself to dreams,” Orbán wrote.

🔹 “We see and hear that Russia is afraid the Americans may give us Tomahawks. This is a signal that such pressure can work for peace,” President Zelenskyy said in his evening address.

“We are working in detail with America to strengthen our air defense and all our defense capabilities — Patriots first of all, other systems, and also our active actions, our long-range capability. We agreed with President Trump that our teams will handle everything we discussed, including energy and gas.

I also spoke today with French President Macron — the key issue is air defense. We agreed that our military will send France the most urgent needs, and we are speeding up supplies.

We discussed the situation at the Zaporizhzhia nuclear power plant. We can, as we’ve already done many times, repair the power lines and ensure the plant’s safety — and it is Ukrainian control and Ukrainian specialists who are the one hundred percent guarantee of safety.

Russia has no interest in restoring security — they must be pressured into it, and a clearer, honest position from the IAEA is needed. Russia can and must stop the shelling so that repair crews can work.

The longest blackout at the Zaporizhzhia NPP continues — the plant has been running on diesel generators for almost three weeks. This must not be the case.”

🔸 Dutch Defense Minister Ruben Brekelmans opened a defense cluster for Dutch companies in Kyiv.

He noted that more and more Dutch companies are beginning operations in Ukraine.

🔹 Since the beginning of August, Russia has carried out nearly 300 attacks on Ukrzaliznytsia, — said Minister of Community and Territorial Development Kuleba.

Despite this, railway workers restore infrastructure within an average of 4 hours and resume operations the same day.

🔸 If Russia continues to stubbornly fuel the war and refuses to sit at the negotiating table, it will have to pay for it, said French President Emmanuel Macron.

“As the agreement reached in Gaza offers a glimmer of hope for peace in the Middle East, the war in Ukraine must also end.

France condemns Russian strikes on critical Ukrainian infrastructure, which are effectively targeting civilians on the eve of winter.
Together with our partners, we are assessing the necessary assistance to restore and secure essential services.

France stands by Ukraine more than ever and remains fully engaged within the framework of the ‘Coalition of the Willing.’”

🔹 UAVs attacked an oil depot in the temporarily occupied city of Feodosia, Crimea, sparking a large-scale fire.

The head of the occupation administration, Sergei Aksyonov, confirmed the attack, claiming that local air defenses allegedly shot down more than 20 drones.

“An enemy UAV attacked an oil depot in Feodosia. As a result, a fire broke out. According to current information, there are no casualties. All relevant services are already working at the scene,” Aksyonov said.

🔸 North Korea unveiled a system “similar” to the American HIMARS at a parade in Pyongyang. The resemblance is striking — from the modular launcher to the chassis.

🔹 Ukraine has received an Alkmaar-class minehunter from the Netherlands, and another is expected by the end of the year. Crew training is already underway, Commander of the Ukrainian Navy Oleksiy Neizhpapa said.

“The Kingdom of the Netherlands is a reliable partner of the Ukrainian fleet within the Coalition of Naval Capabilities of Ukraine. Dutch support makes our fleet stronger and more effective in the fight against Russia,” he added.

Alkmaar-class minehunters were built in the 1980s–1990s and modernized in 2003 with improved electronics. They have a standard displacement of 630 tons and 660 tons at full load, are equipped with a Thales 2022 Mk III sonar, an Atlas Seafox mine identification and neutralization system, a Double Eagle Mk III Mod 1 ROV, and are armed with 12.7 mm machine guns.

🔸 “I can tell Putin: look, if the war doesn’t stop, I’ll send them Tomahawks. I can do that,” Trump said.

“Tomahawks are an incredible weapon. Frankly, Russia doesn’t need them. If the war can’t be resolved, we may well hand over the missiles — but we may not,” the U.S. president added.

He praised Ukrainian defenders as very good fighters and said he believes Putin would be better off resolving the conflict. “If not, it won’t be good for him,” Trump concluded.

🇪🇺🤝🇺🇦 The EU plans to allocate an additional €100 million to Ukraine for generators, equipment, and weather protection, said Head of European Diplomacy Kaja Kallas.

During a press conference with Ukrainian Foreign Minister Andriy Sybiha, she also announced €10 million for the creation of a special tribunal to investigate Russian war crimes and another €6 million to support Ukrainian children deported by Russia.

Live:Ukraine

🇭🇺 Hungarian Prime Minister Viktor Orbán has announced a petition “against Brussels’ war plans” regarding support for the Ukrainian army.

Orbán claimed that “Europe is heading toward war” and criticized the plan to support Ukraine that was presented at the European Political Community summit in Copenhagen on October 2.

“A few weeks ago in Copenhagen, they presented Brussels’ war plan: Europe pays, Ukrainians fight, and Russia will be exhausted. We don’t know how much it will cost or how long it will last,” Orbán wrote on Facebook.

He added that he had “made it clear to Denmark” that he does not support such initiatives. Since then, he said, the EU has launched a campaign against Hungary, including “accusations of espionage, fake news, and legal manipulation.”

“They have turned against us in Brussels. We cannot stand by and watch this! We must once again show that the Hungarian people do not want war. That is why we are launching a petition against Brussels’ war plans,” Orbán emphasized.

🔹 Ukrainian forces advanced up to 3.5 kilometers in the Zaporizhzhia region.

The General Staff of the Armed Forces of Ukraine also released footage of assaults in the Orikhiv sector, where Ukrainian troops recently liberated the village of Mali Shcherbaky.

🔸 Zelensky told Fox News he expects Trump to apply the same — or even greater — pressure on Russia as he did to achieve peace in the Middle East.

He said that during their phone call, Trump told him he “thought he could stop Putin earlier than he achieved a ceasefire in the Middle East.”

At the same time, Zelensky noted that “Putin does not yet feel full pressure” from the United States.

When asked whether Trump had approved the delivery of long-range Tomahawk missiles to Ukraine, Zelensky replied:

“We are working on it, and I’m waiting for the president’s decision. Of course, we’re counting on such decisions — but we’ll see.”

🔹 The possible delivery of Tomahawk cruise missiles to Ukraine is causing “serious concern” in Russia, Kremlin spokesman Dmitry Peskov said.

“Russia is studying the statements coming from the West about the potential transfer of these missiles. It’s a very dramatic moment, with tensions escalating from all sides.

Imagine — a long-range missile takes off, and we know it could have a nuclear configuration. What is Russia supposed to think? Military experts overseas should understand this,” he said.

Peskov emphasized that Russia remains “ready for a settlement.”

🇪🇺The EU plans to allocate an additional €100 million for Ukraine, EU High Representative for Foreign Affairs Kaja Kallas announced.

The funds will go toward generators, shelters, and equipment to protect against harsh weather conditions.

She also announced €10 million for the creation of a special tribunal to prosecute Russia’s war crimes, as well as another €6 million to support Ukrainian children deported by Russia and survivors of sexual violence.

Yes; and as far as I know, the only people constantly wittering about being able to use nukes against their enemies and if their enemies do anything wrong they might use nukes on them have been Russians.

Key Takeaways

  1. The Kremlin removed some restrictions on using Russian reservists in combat, allowing the Kremlin to employ reservists in its war in Ukraine.
  2. European officials continue to note how Russia is intensifying its covert and overt attacks against Europe, supporting ISW’s assessment that Russia has entered “Phase Zero” — the informational and psychological condition setting phase — of its campaign to prepare for a possible NATO-Russia war in the future.
  3. The Kremlin appears to be changing tactics within its reflexive control campaign to deter the United States from providing Ukraine with Tomahawk missiles, likely due to recent reporting that the United States has been sharing intelligence to help Ukraine’s long-range strike campaign against Russian energy infrastructure.
  4. The Kremlin is reportedly preparing to manipulate voters by dismissing unpopular government officials ahead of the September 2026 State Duma elections.
  5. Ukrainian forces recently struck Russian oil infrastructure in occupied Crimea on the night of October 12 to 13.
  6. Select Russian industries are showing signs of steep decline that risk lasting damage with potentially deep socio-economic repercussions.
  7. Ukrainian forces recently advanced in the Kostyantynivka-Druzhkivka tactical area and in western Zaporizhia Oblast. Russian forces recently advanced in the Dobropillya tactical area, near Pokrovsk, Novopavlivka, and in eastern Zaporizhia Oblast.

Interesting. I wonder if this is about Tomahawks? Trump wanted to speak with Putin before okaying the Tomahawks to Ukraine, and Putin will no doubt be able to change Trump's mind. It might depend on timing. I wonder if Zelensky will be the last one to speak to Trump?

Russia has commented on the passage of its submarine Novorossiysk near the French coast.
NATO’s Maritime Command on October 9 published a photo showing the Russian submarine transiting the English Channel near the French coast, escorted by a French frigate.
Later, the Telegram channel VChK-OGPU, which often publishes alleged leaks from Russian security services, reported that the submarine was experiencing serious technical problems. According to the channel, a fuel system malfunction was causing fuel to leak directly into the bilge. It claimed the crew lacked both spare parts and qualified specialists to fix the issue.
The Russian command, however, denied the reports of malfunction and emergency surfacing, stating that Novorossiysk is en route from the Mediterranean and surfaced in the Channel in compliance with international navigation rules.

🇩🇪Germany will spend €7 billion on purchasing armored vehicles, Reuters reports, citing documents from the German Finance Ministry.
The government plans to order 424 new combat armored vehicles.
The main part of the Bundeswehr’s contract is a framework agreement with defense group General Dynamics for the development and procurement of 274 reconnaissance vehicles worth around €3.5 billion. The first deliveries are scheduled for 2028.
A second project involves the purchase of 150 Schakal wheeled armored vehicles for about €3.4 billion, to be delivered between 2027 and 2031.
The deal is expected to be approved by the budget committee of the Bundestag in the coming days.
▪️Since this summer, Germany has been preparing for a wave of multi-billion-euro defense procurements as part of Chancellor Friedrich Merz’s effort to build Europe’s most powerful conventional army, reduce dependence on the United States, and take greater responsibility for European security.

🇵🇱In Poland, a Russian couple will stand trial on charges of spying for Russia.
From February to August 2022, Igor R. allegedly cooperated with the Russian FSB, gathering information about Russian opposition figures living in Poland, as well as about individuals and organizations that provided them with assistance.
The collected information was transferred to his wife, Irina R., on an encrypted electronic device, and she then passed it on to the Russian intelligence service.
Igor R. is also suspected of taking part, together with two Ukrainian citizens and another Russian, in sending a parcel containing explosives in July 2024.
Polish authorities arrested the couple in July 2024. They have remained in custody since then, and the case has now been referred to court.

Russian women recruited Cubans and Sri Lankans to fight against Ukraine — later they were accused of fraud and sent to the front themselves.
Residents of Ryazan, Elena Smirnova and Olga Shilyaeva, reportedly recruited around 3,000 Cubans. Under the scheme, organizers were supposed to pay for the recruits’ flights, travel, and accommodation in Russia, while the mercenaries would repay the money after signing their military contracts.
Before long, the scheme began to fall apart. Some recruits simply refused to return the money. Others claimed they had signed the contracts without understanding Russian or had been deceived with promises of construction jobs.
In late April 2024, several Cubans filed complaints with Russian police, and a criminal case was opened against the women.
Elena Smirnova later requested to be transferred from pre-trial detention to the front. Shilyaeva’s sister claims Olga was tricked into being sent from the detention center to the war zone. She ended up in the “Zaitseve” prison — a basement torture facility in occupied Luhansk used to punish disobedient soldiers.
A friend of the women confirmed that both are now serving in the “Storm V” assault unit, part of one of the brigades of Russia’s 1st Tank Army.

Not really surprising, but a pity, that the move to the more Western style corps-formation isn't really working. Hard to reorganise in these circumstances and I imagine that a lot of training is needed to move away from the rigid soviet-style army thinking and into a more creative, initiative-rewarding mindset.

If we shot down Russian planes in NATO airspace, we would appear weak, said NATO Secretary General Mark Rutte.
“As long as they pose no threat, we will calmly escort them out of our skies. This is a proportionate response—we are much stronger than the Russians.”

🇺🇳🇺🇸 This week, new commitments are expected under NATO’s PURL initiative, which provides for the purchase of American weapons by European countries for transfer to Ukraine, said U.S. Ambassador to NATO Matthew Whitaker.

US President Donald Trump and Chinese leader Xi Jinping will meet as planned on the sidelines of the APEC summit in South Korea, with the timing already agreed, said US Trade Representative Jamieson Greer.

Russia’s GDP will grow by only 0.6% this year — seven times less than last year’s 4.3% — according to the IMF’s new forecast, which has sharply downgraded its outlook for the Russian economy for the second time since summer.

In April, the IMF projected 1.5% growth, then reduced it to 0.9% in July, and now to 0.6%. The cumulative downgrade of 0.9 percentage points is the steepest among all major global economies.

As a result, Russia’s economy will expand four times slower than the global average, for which the IMF raised its forecast from 3% to 3.2%. The country will also lag behind the United States (2% growth), China (4.8%), and India (6.6%).

The IMF expects Russia’s GDP to start contracting by 0.5% year-on-year in the fourth quarter. A modest recovery is projected only in 2026, with growth of about 1%.

🇺🇦🇫🇮 “We are coordinating our positions,” President Zelenskyy said after a nearly hour-long conversation with Finnish President Alexander Stubb.

For the first time, it was confirmed that £600 million has been invested this year to accelerate the delivery of drones to the Ukrainian Armed Forces, including tens of thousands of short-range FPV drones critical to frontline operations. These drones are used for precision strikes, reconnaissance, and targeting Russian positions in the tactical rear, countering Moscow’s extensive use of drones.

The presence of Russian citizenship among several individuals has been confirmed—appropriate decisions have been prepared. The decree has been signed, the president said.

The American-Ukrainian Reconstruction Investment Fund has already begun its work. Several important decisions remain before it becomes fully operational, but the first pipeline of potential projects is already being formed, said Prime Minister of Ukraine Yuliia Svyrydenko following a meeting with US Treasury Secretary Scott Bessent.
“We focused on priority projects in critical minerals, energy, and infrastructure. We also discussed cooperation for the sake of Europe’s energy security. Russia must lose all leverage over our partners and all channels of earning money to continue the war against Ukraine. We have clear proposals on how to achieve this together with international partners. European and transatlantic unity plays a key role here.

Poland’s Foreign Minister Radosław Sikorski displayed a full-size Shahed drone in the British Parliament, saying Russia uses these Iranian-made drones against Ukraine.
