The EU Council has reached an agreement on a financial assistance package for Ukraine, which includes exceptional macro-financial aid of up to β¬35 billion and a loan cooperation mechanism to help Ukraine repay up to β¬45 billion in loans provided by the EU and G7 partners.
The 45-year loan will be repaid using profits from the β¬300 billion in frozen Russian assets. The Council emphasized its aim to finalize preparations this year, ensuring Ukraine can receive the funds by 2025. [I know Im repeating it but YAY!]
Zelenskyy: Opportunity to End the War by 2025
"The situation on the front creates an opportunity to end the war no later than 2025," stated President Zelenskyy.
He emphasized, "In October, November, and December, we have a chance to shift the situation toward peace and lasting stability. The circumstances on the battlefield provide us with the opportunity to make this choiceβa choice for decisive action to end the war by 2025." The president made these comments at the UkraineβSouth-Eastern Europe summit in Dubrovnik.
The numerical superiority of Russian forces over Ukraine on the battlefield will likely begin to decrease by the end of this year, according to American military analyst Michael Kofman.
Kofman believes that while the Kremlin continues to pressure Ukraine, suffering high levels of attrition, it is now beginning to struggle under βvery significant constraints.β
... However, he cautioned against expecting Russia to run out of equipment or personnel soon..... Kofmanβs first explanation is that Moscow is replacing significant losses of equipment with Soviet-era weapons, but even these reserve stocks will not last indefinitely.... It remains unclear how long Moscow can continue increasing its war budget.

This is possible because the children were abducted from Ukrainian territory, which is set to officially become a member of the ICC.
To officially join the ICC, Ukraine must submit an accession document that will be approved by the UN Secretary-General.
The Ministry of Foreign Affairs of Ukraine announced the successful evacuation of 28 Ukrainians and 40 citizens of other countries from Lebanon. Among those evacuated were 19 adults and nine children.

The American startup Space Perspective has successfully tested a balloon designed to fly tourists to the edge of space.
This excursion capsule is part of the Neptune-Excelsior spacecraft. The balloon ascended to the border of the atmosphere, reaching a height of 30.5 kilometers (18.8 miles) above the Earth's surface. Following the ascent, the capsule descended in a controlled manner and landed in the Gulf of Mexico, near the coast of Florida.
