β€œRussia is much more efficient in purchasing such weapons,” Pikuzo says. β€œIn Russia there is much more money for such purchases, Russia has a much more extensive system of its agents of influence.” He says Ukraine will often be gazumped in negotiations because Russian businessmen living in these countries will approach dealers and suppliers and provide them with huge advance payments to secure the order. The dealers know the Russians are prepared to pay, and they sell only to the highest bidder.
β€œThe main objective of any business is to generate the maximum level of profit,” Pikuzo says. β€œProduction is a business, intermediary services are a business, selling information is a business, selling contacts is a business.”

He says some suppliers and warehouse owners are holding back stock because they know the price will double in six months’ time. He likens it to traders operating in the financial system: β€œThere’s a global stock exchange; this is a weapons stock exchange.”
