Under the proposed plan, 97% of the net profits from frozen Russian assets in the Euroclear investment fund would be appropriated to the EU budget. These funds would then be disbursed quarterly or biannually and utilized for the benefit of Ukraine through various arrangements.
Notably, the EU plan will not apply retroactively, and approximately €4 billion of already accumulated profits will remain with Euroclear. These funds will primarily cover legal costs resulting from legal disputes with Russia, which has inundated the fund with claims.
