It may or may not official official strategy - but the IDF has a long track record of striking civilian and medical targets.
For "the most moral army in the world" (their words, not mine!), they also have quite the astonishing tendency to suffer "unfortunate accidents" - almost as though they basically accepted high "collateral damage" or something! Leaflets are nice ... but, no, you do not get away with bombing and shelling civilian houses, claiming "oh, but we told them we might have to drop some explosives on them". The IDFs abuses against Palestinian civilians are well documented and go back years!
Look, I am on the record, on this very thread, as stating that, realistically speaking, we do not have confirmation of who bombed this specific hospital, specifically yesterday. And this implies that I am open to the possibility that, for once, the IDF might be innocent! But the IDF are not civilian-friendly. They do not even go to any special lengths to avoid civilian casualties.
