All flats that have a communal area work like that. I can walk through my building to 3 other dwellings.
But their actually flats are separate dwellings me he whey they are no 10/11/12. With separate front doors and keys to them.
I couldn't go into my neighbours house as it was against the law.
They shouldn't have been in the cabinet room as a) it's a place of work and they aren't employed there and b) it wasn't part of the communal areas of the dwellings you walk through and last to get elsewhere.
