I have a feeling (maybe read it somewhere) that they were supposed to be the same character but the actor playing the brother was in a band or something and couldn't return to filming so they just changed it to the cousin.

@OrtolanVeil that does make more sense. I always thought it was odd how a cousin randomly appeared out of nowhere. He was great though.
