Well that escalated quickly.....
Does everything have to be an exercise in blame though?
Half a million people wanted a nice day out and descended on a town with a population of less than half that, nearly tripling the population, to enjoy the beach at the governments behest, with the caveat that they should be alert that there is an ongoing pandemic.
The towns council did what they could to prepare for an influx with relatively short notice but found the infrastructure overwhelmed very quickly, causing risk to both residents and visitors.
The necessary multi-agency response which had to be co-ordinated caused a major incident to be declared, due to reckless behaviour by a number large enough to threaten health, safety and the environment. It sounds dramatic but maybe it stopped another few thousands from turning up later, and allowed the emergency and support services to de-escalate the situation.
Factor in lack of manpower and resources and I can see the rationale.
if it means that harm was prevented, then it was worth the call.
Just my speculation.
