I reckon that furlough in businesses that are allowed to re-open will be abolished before October it might continue in some form for those with a medical certificate saying they should shield but can't work from home, but how long a business can realistically be expected to keep a job open for is debatable
SO I imagine that once retail is fully open furlough for retail jobs might disappear, hospitality may take longer to get back so there maybe a bit continuing for longer but my guess is that once employers have to contribute in August some people will be made redundant
if it was me I would have people working if possible I would make it difficult to furlough half the staff with others doing twice as much work, if you have furloughed staff there has to be a ban on overtime or working beyond 37-40 hours for rest of staff, it is not fair for Government /taxpaper to be footing half the wage bill while the same amount of work is being forced out of half the number of staff, eg if there is too much work for 15 people to complete in 37 hours each then you need to bring someone else out of furlough. I think there will be a lot of furlough fraud cases later.
Personally I would have school back with kids in rows and 1 metre apart most of the time ( not for play etc) and teacher 2 metres away
not because I think rows is best for learning but it is best for not spreading as side by side and behind other children rather than face to face
I think we need to update attendance policies there would be far less colds and flu in general if people didn't go to school / work when had colds bugs etc silly attendance policies that force kids into school or people into work when ill encourage spread of any virus, there must be some mechanism for dealing with those that seem to get 10 colds per winter or get a cold every Friday/ Monday but until recently parents were threatened with all sorts for keeping Johnny off school with a cough, and people threatened with job loss if stayed at home just take two nurofen and bring a box of tissues
Care home staff are low paid and can't afford to be off sick with no pay so unwittenly they bring germs to the vulnerable especially care in community going from one vulnerable person to another. If we could sort this out with proper decent social care with decent salaries and PPE and time
of course people can't wash hands and don proper PPE when they only have 15 minutes in a home to wash toilet, dress and get a person breakfast in their own home before racing across town to do the same for the next person
if we sort proper care and protection for the vulnerable then everyone else can live their own lives while not imprisoning the vulnerable
Visitors to old folks homes should pre book sign in to say they are well and wash hands but old folk need visitors life is never 100% safe
