I know a Derek under 10 so there are a few of them. Agree that its cyclical. My name has been mentioned multiple times on this list. I'd be extremely surprised to find a baby with the name now but in a couple of generations I wouldn't be surprised if it pops up again.
I think its generally the great-grandparent names that come back. Long enough that there's some nostalgia and it feels historical and uncommon, but close enough that it feels like a family name.

The granny names that I really hope are gone for good are the where the owners are usually in their nineties - the Scots habit of taking a boy's name and sticking Ina on the end.

I had friend called Lily in the 80's .We all found the name hilarious and really fuddy duddy granny name.I really felt sorry for her with that name at that time.Still cannot believe how popular it is now.

Oh lots of these names are back or are on the way back in already - Arthur, Agnes, Daphne, Edith, Constance etc. As someone upthread said, when our kids are naming their children it'll be their grandparents they'll take inspiration from so that'll be the revival of Tracey, Sharon, Barry and so forth. Incidentally my grandfather is called Norman and is highly offended that his name hasn't been part of the comeback trend! He's even more offended that Norman is the naughty one in Fireman Sam and often complains they've stolen his name!

Also one of my sons is Frederick, which has been mentioned a couple of times! He likes it to be used by teachers etc & likes Freddy or Fred for friends & family.

I was behind a young mum and her kids today in town. Her toddler was called Angela. Not ever been really popular, but also not really reviled. Surprised it's popping up these days, tho. The family were Irish (Rep), tho - is it a more common name there?
