Looks like the other paramedic is giving chest compressions. Still perfectly possible it was unsuccessful CPR. Highly likely in fact to be unsuccessful if you're doing it while wheeling a gurney.

Yep, not suicide in my opinion. He probably was "put on suicide watch" as a pre empter to this as well, helps with the suicide story.
