I don't understand how he was allowed to carry on harassing people for as long as he did. He harassed some people for years, didn't he. Then tried to bring case after case against anyone he didn't like. I can only think he has some special friends in the police.

The civil court system has absolutely no links into the criminal one. Totally separate for a multitude of reasons.

The criminal court electronic systems have long been a cluster fuck, and joined up police systems are still pretty recent (and by no means foolproof).

Adding civil to that mix - which the police have zero jurisdiction over - is unlikely to happen.
