I am wondering if by “transgender women” they mean “people who are transgender and have XX chromosomes”
and by “transgender men” they mean “people who are male and have XY chromosomes”
Not “trans women” and “trans men”.
The sentence makes a lot more sense then.
In which case that is fine.
