The census is unique. Every ten years it collects data to create a complete picture of the nation.
The questions apply to everybody, and the individual answers are confidential for 100 years.

The census has always asked “What is your sex”?
Counting the number of male and female citizens is vital for planning public services and for measuring and remedying disadvantage and discrimination on the basis of sex.

The power to conduct the census is set by the Census Act of 1920.
The question about sex has not changed since then.

Whilst the sex question itself has not changed, in 2021 the Office for National Statistics (ONS) is guiding people to self-identify as male or female based on any “legal document” they choose.

They do not say which documents count. Currently a person’s passport can be changed with a doctor’s note. A student ID card can be changed on request, as can a patient’s NHS record.

The census is using gender self-ID in place of sex, and corrupting the data. The ONS guidance is not consistent with biological sex, nor the legal definition of sex, nor with data on sex across other parts of government, nor with historical records.

The ONS say that they will seek to harmonise the definition of sex across government statistics with their approach, even though the definition of sex hasn’t changed in law.

Sending a message through the census

Census night is Sunday 21 March 2021. We each have a legal requirement to take part.
We also each have an opportunity to register a protest and tell the Office of National Statistics that they should collect data on biological sex.

This matters because the census sets the standard for other data-collection exercises and we are already losing data and clarity on biological sex.

On Sunday 21 February we will launch a website with guidance on how to take simple action to take part in the census, whilst also sending a clear message to the ONS.

It's really good to see all of these grassroots groups coming together to fight this single issue.

I really hope that it has an impact, and that the Scottish Census ends up being a proper census next year.

I look forward to the strategy as I was wondering what sort of fine or other legal penalty this might attract. I'm relieved there's a probable workaround that will allow me to be a good citizen and yet not deviate from my personal beliefs. (The nearest I'll ever approach to channeling Margaret Clitherow in words if nothing else.)

This is good to see. I imagine FPFW might be keeping their powder dry as they're seeking a legal opinion on the census.

But they seem to be supportive of the proposed action judging by RTs so that's heartening.

It's a joy isn't it? Just what we could do with after the Maternity Bill forgetting the word 'woman', and Brighton & Hove NHS dropping the word 'mother' and 'breastfeeding' down the back of the sofa, and the 50:50 campaign deciding that non-women are better at representing women than well anyone really and and and...

This is fantastic! I'm looking forward to hearing more about the planned action. It'll be great to have a practical way of objecting. I saw that Maya Forstater was linking to a brochure by the ONS that was even more open to people answering the census questions however they fancied than the guidance but the ONS seems to have removed it from their website now.

I see this as not just about objecting to the sex question but a way for us to be counted. I know the data takes a while to be released but hope when it does it will show we are a sizeable proportion of the population that can't be ignored.

Good to see women working together on this! Thanks for telling us about it. I will definitely be taking part in protesting about this, but like a PP want to be a good citizen too.
