So they ‘arbitrarily exclude some women’, do they? If it’s arbitrary then it can’t be discrimination. If I arbitrarily decide that only people with, for example, blue hair can visit my counseling center and then the next day say only people with brown eyes can access it, which would be arbitrary, then I’m not discriminating. I’m just making a decision about a random group who have no particular characteristics.
