If the IOC are saying that reducing, or not producing testosterone, for one year is good enough, then does that mean all athletes, male and female can take testosterone for the three years before the Olympics, stop taking it in the final year and be allowed to compete?
There's a practical problem here for most athletes, as to reach the qualifying standard for the Olympics they have to participate in events which will have their own drugs testing regimes. So Semenya will need to compete in things like the World Championships and the Diamond League to get her qualifying time, at which point she will be tested if she is successful (or chosen at random). It's only small countries who are only fielding one athlete (maybe two? I can't jsut remember) who get a waiver from qualifying times
