I think that is why GG are stuffed atm. The change has come from outside agencies. It is nothing to do with the Girl Guiding ethos, or any of the people that actually run the units and oversee the areas.
It's perplexing to reconcile Julie Bentley's interview from 2012 when she was appointed head of GG;

"Ms Bentley’s entire career has been at the sharp end of the voluntary sector work. She spent many years in youth work with drug and alcohol abusers before running the Suzy Lamplugh Trust. At the FPA she campaigned for the cervical cancer vaccination for girls and wider access to contraception among young women in the face of cuts to services.
But she sees no contradiction in this work and her role at the Guides. “I have worked in a wide range of settings and have a broad insight into what affects girls. I don’t think any of this is at odds with the Girl Guides. In fact I believe the Guides is the ultimate feminist organisation.”
And she has some surprising news for people who fear her arrival will mean classes on contraception for Guides: “It is already happening. Sexual health is covered very well by the Guides and many leaders conduct excellent sessions on the subject.”
One of her priorities is to increase the membership in areas where Guides have not traditionally had a presence, in particular in disadvantaged urban areas, so that more girls such as her have a chance to join.
She was never a Guide herself, coming from a working-class home in Essex where “joining things was not something we did — it was partly a class thing”. But she wishes she had." (cont)
