First of all, there are lots of Swords here, so it's possible you are overthinking, or have got yourself into a mess with trying to play fair. It's interesting that the 8 of Swords, the card that represents feeling trapped, frozen or otherwise hidebound by our own thoughts, is in the middle of the two Queens.
I think the two Queens represent the two faces you are being required to adopt -the Queen of Wands is probably truer to your real self (especially if you are an Aries, Leo or Sag) as she is the homemaker, and the woman who Gets Things Done. She is a kind woman, who wants nothing more than her family around her in her comfy, welcoming home. The Queen of Swords, however, is a different beast entirely. She is the dark side of the same coin. She can be bitter, and sharp tongued, and argumentative. She is capable of driving people away. You may feel that you are swinging wildly between the two, you may even feel that you don't recognise yourself sometimes when the Queen of Swords has the ascendancy. She is a wise queen, and has her place, but try to be governed more by her sunnier face.
It seems that you don't know what to do for the best if you are not yet on the same page about downsizing.
