I think it goes back to a pre election web chat when one of the party leaders, Gordon brown refused to answer a question about his favourite biscuit!

It comes from an infamous webchat before the election (not this one, previous ge) when the leaders were asked for their favourite biscuit.
Gordon Brown refused to answer, perhaps he thought the question beneath him?
Eventually (a couple of days later) when it had become noticed by the press and talked about he got his Campaign manager to release a statement declaring his fav. biscuit.
And it has since passed into history, as being used as "fgs, really?!"
