Surely it’s just good planning.
AMW is entitled to a lawful burial which could include a church service. I have the plans for my funeral, so don’t see having plans for AMW to be unusual.
Ideally it all happens privately with no recourse to public funds as there is no need for the public to know.
However, it is likely that the public will find out and there is potential for some to turn up uninvited to pay their respects, protest, have a nosey etc. This may necessitate a level of crowd control funded by the taxpayer to ensure safety of members of the public and potentially the grieving family. So planning ahead makes sense.
