It's all been explained. RAVEC do it on a case by case basis. It is the Home Office decision, tax funded.
KC is providing security for AMW on his private estate. It's not public property. Were H&M to stay at Sandringham, they would get this from KC's coffers.
What Harry wants is top grade, UK funded security provision, whenever he turns up and wherever he goes. No-one gets that in the RF apart from the top four.

The palace have at least one member of staff sitting on Ravec, used to be the Queen's secretary not sure who it is now and that is on the UK gov website so not been debunked.
