I think she probably thinks he looks hot and manly, with his furrowed brow, like a heroic fighter pilot. I've never found him remotely attractive so it does look more 'little boy about to have a tantrum' to me, but I assume she sees something I don't.

I think it's odd that he was dating someone else when that was taken, why not from a time when she actually knew him?

I think she's trying to say he looks sort of rugged, brooding and sexy in that pick (bleugh). I much prefer him in the smiling one but I imagine that's why she chose that particular picture.

As well as having darker tones, it looks like the ratio’s been changed to me. I think his head looks large by comparison with unusually narrow shoulders and upper body. In the original he’s more in proportion.

I’m not bothered by it though. The only people who should be bothered are the two concerned.

I agree with PPs that the smiling, crossed-arms one is as good a photo as I've seen of Harry but maybe Meghan wants people to think He’s probably just been off fighting the taliban in that photo so yes looks a bit tired as at least one PP seems to believe.
