I dare say Kate was channelling Royal protocol and not speaking her own message at all. Probably someone, such as Camilla, or Angela Kelly had said that tights were a must.
If the tax payer is funding a multi million pound wedding, you are essentially soldiers on parade, representing the country. Certain things have to be ceremonial and a certain way, just like they are for naval officers and BBC news anchor men and women who are reporting on a state funeral.

I would imagine that Kate had said that Charlotte's dress had to be altered or remade - not all the flower girls.
Also, if you have been trying to speak for hours, to someone and are running out of time, you end up giving a staccato version of your message by text, to wake the other person up to the urgency of the situation.
Like if I'd been trying to ring a family member to say no parking spaces where I'm meant to pick them up because of roadworks, and they are busy with 101 things because it's a wedding happening, I'd probably message: 'You'll have to make your own way'. Just to get to the end point and what could be the most serious outcome across.
Those bare legs looked bad and unfinished. I bet people would think Kate should have been making sure that Meghan was aware of protocol, because she was the one who was supposed to be guiding her and helping her in her Royal role.
