Neighbour leaving young cat outside at night in this weather.

My neighbour (who is a feckless idiot) has an old cat who he leaves outside every night whatever the weather. Neighbour lives between his and partners house and when he is there (for 1-2 days at a time) the cat is outside. No cat flap. A rudimentary shelter with no blankets and a bowl of food (that gets eaten by other cats on street). The cat miaows loudly all night outside the door.

I've tried speaking to him about the older cat but he was unreceptive saying it was the cats preference.

He has now acquired a gorgeous kitten who is about 6 months old and he's doing the same to him, he's been outside all night every night this week and has been crying outside their front door every morning when I leave for work.

From what I can gather RSPCA won't do anything unless there is abject cruelty going on which I don't think they would classify this as.

Is there anything I can do? Talking to him won't change anything.

I even thought about "liberating" the older cat to a rescue last year but apparently (and surprisingly) he has him chipped. The older cat has adapted more to being outside and when I let him come into my house last year he wouldn't settle and was covered in fleas (I treated him but they came back in a few weeks)

I would take the little one in if I didn't work out of the house everyday.

Is there anything I can do?

You did your best for him. Your neighbour is indeed an arsehole.

I want another bengal but not until I have moved and can catproof easily.

I'm so, so sorry OP. I followed this thread when you first posted and this is truly sad. But thank god for you because that little creature knew love and happiness at least. From what you've said, his whole life would have been a miserable had you not stepped in. And as tragic as his untimely death is, at least he didn't die alone on the pavement. You were there for him once again. You must be in pieces. I'm so sorry 😞

You can see from your photos that he loved you very much, OP and deservedly so. You were the centre of his world.

I'm so sorry to read this, I've been there and completely understand how shattering it is. Thank you for giving him the happiest of lives whilst he was with you, he died knowing he was loved. 🐾 ❤️

I've ordered a framed print of my favourite picture of Ronnie and have asked my lovely neighbour (cat shelter builder) for some advice on a shrub me and the kids can plant that will bloom with orange flowers.

I think some cats (animals in general) are special and leave a more lasting imprint on your heart regardless of how long you've had them with you. Ronnie was that cat for me.
I miss him so much.

Oh OP that pic of you and him cuddling is so sweet. He's smiling like a baby does when they're really content. 💞

May I suggest a shrub? There are a couple of buddleias that are orange, this means easy to grow, grows anywhere, and will attract butterflies and bees. You could watch it humming with life and think of Ronnie.

I’m so sorry OP. What did arsehole neighbour say when it came to the cat dying? What about old cat? Is he still going?

Old cat is doing really well. He loves laying on my path in the sunshine. He's gone from scrawny and flea ridden to much healthier and happier.

Neighbour was useless. He was more worried about how people on the street would perceive him than about poor Ronnie. Didn't have insurance for him and couldn't afford to pay the vet and couldn't even drive to the vets as he'd been smoking weed. DP and I had sorted all that.

I told him in very strong terms that if he brings another animal onto the street I will be removing it myself and bringing it to a shelter.
