However, I assume the complaint can only be taken further if Matty admits the accusations are true when he is questioned, but will he do that or will he still choose to protect Stevie over himself?

In the real world of HR yes in the Casualty world of HR and employment law she will probably be sacked by the end of the week.

Didn't the complaint imply that Stevie had "coerced" Matty into taking the blame for her mistake? From what I recall, he made that decision on his own.

He did make the decision - she had no idea she'd even made the mistake, let alone that Matty had covered for her. She encouraged Dylan to report Matty for it, but Dylan has basically twisted it to blame Stevie for taking advantage of his poor innocent little boy. He's trying to be a good father but he's shot himself in the foot because Matty and Stevie will both hate him for it.
