I think by tradition it's exclusively for the use of monarch and consort. Or videos thereof!

There was a skittish Calvary horse or two at the Windsor horse show too - I read somewhere that because of covid they just hadn't had the same consistent experience of crowds as previous generations of ceremonial horses.

Some of those horses really weren't happy!
