Because it's a nod to the title of the film 'Strictly Ballroom', in which the strict, old-school, ballroom world is shaken up by a fresh approach. Hence, the 'strictly' carries an element of irony as it is indeed not strictly traditional ballroom dancing.

I don't think TV show names need to be a 100% literal representation of what you can expect to see in any given episode. There were hardly any horses in 'Only Fools and Horses'
