I actually think Billie was being really selfish expecting a school-boy to be a single parent to a newborn who isn't even his. She should've summoned VJ, Ash, Leah & Irene & got them all to promise to raise her together. That way VJ wouldn't have felt that he should do it all himself.

I dint think Bilkie meant in a silo the, she'd assume the others would help. He's just taken it really black and white. Honestly I don't know what the best answer would be for Luc.
