He could have done a sex offenders programme in prison, they're not mutually exclusive.

If you're a doctor or a teachers the biggest deterrent is loss of career.

What about a non professional? Is the thought of a three year rehabilitation programme and a suspended sentence be enough of a deterrent that they don't commit the crime? I very much doubt it.

Whereas if people got a five year prison sentence for this sort of stuff maybe it would be a deterrent?

When the offender poses a risk to society, and I believe that accessing images of young children/babies being raped means the offender poses a significant risk to society, rehabilitation should begin in the safe confines of prison.

I don't know that loss of career was much of a deterrent to either of those men. Both would know the penalty before they looked at the first image. If you work in education or medicine, child protection is a compulsory part of your training AND you do frequent refresher courses. It obviously wasn't enough of a deterrent.
