I think her mother died when Tina was little didn't she? or did I just make that up?

No, she was living with her mum at one point before she moved to Weatherfield. it think it was around the time she started dating David.

Rita is often motherly, going right back to Bet Lynch. I thought it was a reaction to having no children of her own. She took Sally under her wing, and remains close to Sophie (Rosie now in London); and of course her foster daughter.
