What is the policy on this and is there a reason why the message can't be updated when its deleted?

This one, for example, has been on your waitlist for review for at least 15 months now:

Should we assume that "looking at it" is code for "deleted" or can we have updates on the messages to confirm if the OP was a troll, if it was causing problems or if it was simply "this thread is not helping anyone" when the reviewer deletes the thread?

When a thread is hidden temporarily it's usually either that we are looking behind the scenes and need to be able to catch up on reports, which is tricky when a thread is moving fast, or that the Nightwatch have removed it because there were lots of concerns and are waiting for us to have a look in the morning. That looks like what's happened here, going by the 'until the mnhq team can have a look at it' message. It seems that it slipped through the net, however and was never updated.

It might be tricky to work out exactly what the causes for concern were on this particular thread now as it's so long ago, but we'll take a look.

If you spot one of these hanging around in the wild though, do send us a report and let us know. As we say, we do always try to update these with a full deletion message but occasionally one gets past us.

Thanks @HebeMumsnet - I see that thread is now back open, is that intended?

I'm happy to report a thread that has spent, say, more than a week on the review setting but when threads are deleted or hidden there seems to be no report button to let you know if it might have been missed.
