Is this school govenor's take on Progress 8 scores correct?

Dds school recently had a shocking Ofsted and got put in special measures. Bottom 10% of schools nationwide for progress and results according to the report.

Head has made it clear in emails home and to kids in assembly they disagree with the report, as has the governor.

Governor says the reason for the poor Progress 8 score is because the school has standards and won't pull tricks other schools do such as putting nAtive English speakers in for an English as a Foreign Language qualification purely so the kids get points/ a qualification.

Surely if this is what other schools are doing Ofsted would pick up on this?

That means nothing. What evidence do you have that the DfE manipulates pupil and exam data for nefarious means. I'm sure with all your experience you realise they're not using data provided by secondary schools... or maybe you don't.

I know that malpractice in CAs happens, and I am glad to see them go for that reason.
That is, I think, the extent of "cheating" progress8. Secondary schools do not report KS2 levels for their students. As everyone else has said.

If schools aren't reporting ks2 data per pupil how are they reporting progress at all?

All the progress data is calculated from external assessments.

Primary schools provide the KS2 data, exam board the results.

Primary schools provide the DfE with teacher assessment data. The DfE holds the KS2 externally assessed results. They provide these to primary schools who then send them onto secondary schools.

KS2 teacher assessment is only used where a child is working below the level of the test or is missing a test score. Otherwise it's just the tests.

Perhaps the school are hacking into the DfE databases and changing the pupil data.

You do seem to have been remarkably unlucky in your choice of schools user.
