Are Europeans pedophiles?

In Europe the legal age for sex is really low - like 14 in Germany, Portugal, Italy and Austria. In Spain its 13!!!1 This means a 40 year old man can legally have sex with a 14 year old as long as it is consensual (without coercion etc).

Does this mean the Europeans are pedophiles? Does it mean it's legal to be a pedophile in Europe?

If I lived, as I do, in a country where 14 was under the age of consent, then yes I would report him, as he had clearly committed a crime.

But this has nothing to do with raising the age of consent to 18.

The age of consent needs to maintain a balance between assuring that young people are not exploited and that young people are not criminalised for perfectly normal behaviour.

If my 16yo wants to have sex with her 16yo boyfriend, after having thought through all the issues, then I do not want her getting a criminal record.

(But I would be a little worried if she spent her time space-hopping.)
