Challenge the Proposed CSA changes

Could we talk about having some sort of campaign to bring awareness (and hopefully some action) for the many thousands of lone parents who are receiving pitifully small sums of money, or nothing at all, from the NRP?

I have been reading about the proposed changes here and I'm HORRIFIED!

I was on a thread recently here where many posters shared their sad tales about feckless NRP being asked to pay pennies per day for their children - and still not receiving even these pathetic amounts.

It seems that the CSA is a fairly toothless beast.

On a personal level, I have recently claimed for my two children (14 and 11) after nearly 10 years of no financial (or any other!) support.

My X refused to answer any of the CSA letters requesting salary information. He is self employed and therefore impossible for the CSA to get access to his income (although they do ask the Inland Revenue for previous accounts - in my X's case he hasn't submitted returns). Eventually an order was placed on him for £40.00 / week. Should the Inland Revenue not now be investigating why he hasn't paid any tax in the last few years? Surely this should be automatic?

He has not paid. I contacted the CSA today to ask what was happening with my case and was informed that they can't start court proceedings until the arrears mount up to £500.00 or 13 weeks worth of non payment.

The point of this is that, I'm used to it! I scrape by on my wages and we're fine - but what if we weren't?

What if I needed that £40.00 to feed our children?

I'm hoping that others will come onto this thread with ideas of what form this campaign should take - and also to maybe confirm the vague feeling I have that lone parents are going to be asked to contribute towards the CSA's work via their maintenance payments. (I may have this wrong)

Let's try and change this shall we? Or at least make a stand?

I am appalled by the idea of charging.

Firstly the in the case of single parents on income support, the government deducts the income from the income support in any case, so surely those savings in benefits should pay for the agency?

Secondly if they was so bloody useless they would save thousands. After a year of them basically doing nothing, I filed a complaint, escelated it and the result was that the CSA paid my exh's contributions THEMSELVES that he should have paid for the past year as compensation! This was a fair sum (thousands), that would have been paid by my exh had they done their jobs properly!!!

I'd love to know how they plan to prove domestic violence too! I went to a refuge when I left exh, but there is still very little evidence that I was a victim of DV as the refuge didnt keep records for privacy reasons!

Hops, as the csa will be based on a law thing, I have a horrible feeling they will say innocent until proven guilty, and they will need court convictions for domestic abuse, which I suspect a lot of victims of dv will not have, it will just be the not so bright physical abusers, and the brigher and emotional abusers will not be taken account of.

I'm under the impression, from the Gingerbread site, that they continue to campaign. I really think that some help from MNHQ would be invaluable but I need to get this thread lovely and long first.

Please feel free to link this thread up, tweet it, FB it, anything that will help us get enough respondents to show HQ that this is something worth getting behind.

For those of us on benefits, the income is adequate and our children are not left in poverty. I often read of this complaint, then learn the complainer is wasting £40 of their benefits on monthly sky telly, cigarettes, one or move evenings out a month (drinks, food, taxi, new clothes), petrol for their car/insurance/etc, paying off their holiday abroad ...

To me, those are all luxuries that shouldn't be funded by benefits!

I have two under 4.5 and receive the basic rate in benefits plus £5 a week from the CSA. We survive.

Just out of interest, are women liable to pay maintenance for their children if they walk out of the family situation leaving the children with the father??

I would back this campaign.

One thing I think that's important to mention is that maintenance collected from absent fathers should be ring-fenced from any means-tested benefits received by the mother. I seem to recall that the Tories used to deduct it from income support, and used the CSA as a way to cut the benefits bill, which meant that families often weren't any better off, and there was lots of hostility and pressure from fathers on their exes not to 'shop' them. It made many women reluctant to rock the boat by pushing for maintenance. If I've got that wrong, feel free to correct me, but that's what I remember.

I think that maintenance payments are no longer included as income as far as tax credits are concerned.

Which is a good thing.

I wouldn't know because I'm not in receipt of any child support.

I do, however work full time for the princely sum of £300 per week plus a top up WTC/CTC of £100 per week. It's pretty difficult to pay the bills...

LEttletownofBOFlehem - I believe that at the moment CSA does not effect any other benefits recieved, unlike the old system. There was a debate about this on another thread and I looked it up on the gov website.

waitingfornaru - women are just as liable to pay CSA if they are the absent parent.

It's OK Firefly - the thred has evolved TBH. I'm Mostly fucking PISSED OFF that Rp will be forced to PAY for CSA help right now TBH.

All depends what angle you want to go for - the angle of CSA not collecting maintenance adequately or the angle of them possibly starting to charge.

I think it is terrible, seriously any thing to do with CSA makes my blood boil, 2 kids, 13 + 8 and not a penny despite constant nagging at the them!

Perhaps you could set up a similar petition on stopping resident parents having to pay - it was really easy to set up. I would definatly sign, it's a ruddy joke!

The charging aspect is just a proposal at present. As I mentioned upthread, I believe the consultation period has passed so it will either happen or it won't. I suppose they could do a u-turn though...

My biggest bugbear is the complete incompetence of the CSA tbh. If I was getting adequate child support via them I wouldn't mind paying so much - I wouldn't like it, but I'd be willing to pay. However, I'm only on a part time salary so it's too expensive for me to reapply only to get £25pm minus the monthly fee.

I agree Shirley. Before any campaign can be started, we need to decide exactly what we are campaigning about. Trouble with the CSA is that there are so many different complaints about it that it's hard to pin down exactly what the focus should be.

I'm owed over 2.5k by my ex and haven't received any money since March - and yet the CSA won't do any thing to enforce he pay up. I phone every week and I've complained officially in writing twice and had no response. It's shit.
