Yes there were several similar letters to other counties. Rationale for deeming failing in the case of our county was very selective use of data (ie ignore the good and focus on the one key stage where it is below national). Gallingly, they are hanging the notion of failing on 'closing the gap' data which seems all very laudable and social justice-y, but actually means it is your predominantly lower social class areas that will be targeted for forced academisation.

However, the question of unqualified teachers in academies will become less relevant as the White Paper also hands the responsibility for deciding when someone has fully qualified as a teacher to headteachers, so I assume heads within MATs will be given a 'Well done. Your face fits and you don't complain about our policies damaging children. You are now a qualified teacher' stamp as part of the standard start up kit...
