Yes, it could be lots of things, but:
If you press a glass against the rash, and then look through the glass, does the rash underneath disappear / turn whiteish, or does it stay there with spots?

That's the test.

Is he avoiding light? Finding it uncomfortable to put his chin on his chest?

May very well be something else, but you won't know unless you see someone. Can you make an appointment for your GP this evening? If not, ring NHS Direct.

actually if they're saying neck aching, and the rash isn't fading - I'd skip the GP (unless it's VERY close) and go straight to the hospital TBH

I am sure if you rang NHS Direct with that they would send you straight to the docs simply because they wouldn't take any chances and they can't see the rash, so definitely go to the GP. Good luck.

Yes, agree with QoQ - if his neck is aching and the rash isn't blanching then I'd get him to A&E too.
