Amid scenes parliament was shut down.

In an unprecedented comment the Speaker, stated it was not an ordinary prorogation and it was blatantly an attempt to stop the executive being held to account.

And now it seems a Scottish Court agree with him:
"Lord Brodie cont: "the principal reasons for the prorogation were to prevent or impede parliament holding the executive to account and legislating with regard to Brexit, and to allow the executive to pursue a policy of a no deal Brexit without further parliamentary interference"

Thus parliament must reopen. Unless the decision is overturned in a higher court.

This is constitutionally a big deal. The Queen is highly unlikely to attend a reopening, especially in this manner, due to how political it now is.

General Election campaigning has already began with parties trying to take full advantage of the fact that there are currently no rules over spending.

Dominic Cummings actively and openly campaigning for the Conservatives whilst paid as a civil servant by the tax payer is a huge breech of the Civil service code but MPs are struggling to pin the government down on this as its being obstructive.

Cummings is keen to use data to target and personalise people based on their usage of the .gov portal for Brexit. This is OK as its in the national interest apparently. Its also incredibly sinister and concerning about how this could be used against the population.

Anyway if you thought parliament closing would result in a lull in events you were very much mistaken!!

Big Choc yes it has that look of a summary of a much larger doc. All Gov. planning docs need a risk assessment - likelihood x impact to give a score out of 16 and a mitigation strategy with mitigated score.

One resident said on Twitter: "What is going on at Essar. Alarms sounding, no answer on telephones, flames and smoke getting worse. Is there a danger to locals, how do we know what to do?"

And...

Cheshire Fire and Rescue Service has confirmed that they have not been called to the site however.

A spokeswoman for the fire service explained that they were contacted earlier by the oil refinery and told to expect the flames which residents are seeing.

The reason for the worrying scenes at the Cheshire oil refinery is that there is a power cut in the area.

I'm now filled with joy and my mind in overdrive at what worst case scenario for the refineries is...

They think facing EU tariffs - but these should be offset by sterling crash ?
If not, then petrol exports to EU fall, so job losses, so strikes, so fuel shortages.

Stanlow had loads of issues during the 2011 fuel strikes with protesters.

I only remember vaguely, but although we had problems as its our local refinery things weren't too bad where I lived.

I think we were close enough that we got supplies more quickly than other areas when they were available.

But yeah even that was an issue.

DH and I aren't as dependent on fuel for getting to work as we were, but we are for getting food from supermarket.

My cupboards are pretty full atm...

I wish that was the case, that Brexit won't happen, but I am not counting any chickens, alive or dead and chlorinated until it's well and truly buried.

I hope also that Johnson is imprisoned for treason, or some offence. I would be good if he was got for something relatively trivial.

The problem being, however, as BigChoc always points out, No Deal is the default option unless someone, somewhere pulls a Brexit chestnut out of the fire. Which no-one seems to be doing.
So inadequate planning is just going to be an added layer of chaos.

If today was supposed to be a day off with Parliament prerogued, the Queen on holiday and the Government given full rein, just what will tomorrow bring?

I live in hope of Johnson calling his own VONC before Christmas. It would be very fitting.

Well what is something, although it's not an awe inspiring executive summary.
It used to be really hard to get into the civil service, they only took very able students from our pretty able university.

I must admit I find it mindboogling that the government redacted anything if they knew it was already leaked and the press would merely report what it said in the leaked version.

It's like a klaxon to 'please read this'

If a power cut knocks out a couple of equipment control panels (critical stuff should be on a UPS but you can get some weird cause and effect trips) then fail safe alarms will route product to flare and it can take a while to get back to normal ops. At the same time controlled blow down to flare wouldn't need any kind of emergency services involvement.
