David Cameron didn't have the power to make it binding. Only parliament did. Cameron as he was the PM in our country which as a liberal democracy, had his power limited by the executive. He could make a statement like that which was POLITICALLY BINDING to his government, but legally he was always obliged to refer it to the HoC to make it LEGALLY BINDING. There is a huge difference between the two: Cameron made a statement that parliament had every right to turn around and say fuck off, leaving him with egg all over his face.
You are showing up you lack of understanding of the separation of powers between the executive, the courts and Parliament there.
Cameron could say to the electorate that we all should have a bank holiday on the second Tuesday in February, but companies would not be obligated to honour it without an act of parliament. They could show good will and honour it, but that's a different thing. Many might say 'fuck you Cameron I can't afford that' and ignore it completely.

There is footage of Johnson harping on about how we'd have a deal like Norway, which is now absolutely beyond the pale to him even though that's what Remainers are leaning towards. The goal posts have shifted significantly - and no amount of rewriting of history will change what actually happened.
